     Your Committee on Health and Human Services, to which was referred Governor's Message No. 572, submitting for study and consideration the nomination of: 

 

Health Planning Council, Hawai'i County

begs leave to report as follows:

 

     Your Committee reviewed the personal history, resume, and statement submitted by Roxann Rowe for service on the Health Planning Council, Hawaiʻi County.

 

     Your Committee received testimony in support of the nomination for the appointment of Roxann Rowe from the State Health Planning and Development Agency.

 

     Upon review of the testimony, your Committee finds that Ms. Rowe's background and dedication to serving the public qualify her to be appointed to the Health Planning Council, Hawaiʻi County.  Your Committee notes that Ms. Rowe has extensive experience serving as a Nurse for over thirty years.  Ms. Rowe has worked as an Advanced Practice Registered Nurse specializing in home-based primary care for the Department of Veteran Affairs since 2006, and as a Registered Nurse from 1998 to 2006.  Before her clinical experience, Ms. Rowe obtained her Associate and Bachelor of Science degree in Nursing from the University of Hawaii at Hilo and at Manoa, respectively.  Ms. Rowe continued her medical education to then obtain a Master of Science degree in Nursing, graduating with honors from the University of Hawaii at Manoa.  Your Committee finds that Ms. Rowe has a thorough understanding of the role and responsibilities of board members and her extensive experience as a nurse will enhance the effectiveness of the Health Planning Council, Hawaiʻi County.  Your Committee therefore recommends that Roxann Rowe be appointed to the Health Planning Council, Hawaiʻi County based on her knowledge, background, and dedication to public service.

 

     As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
