Your Committee on Health and Human Services, to which was referred Governor's Message No. 546, submitting for study and consideration the nomination of:

Your Committee reviewed the personal history, resume, and statement submitted by John Paul Moses III for service on the Hawaiʻi Advisory Commission on Drug Abuse and Controlled Substances.
Your Committee received testimony in support of the nomination for the appointment of John Paul Moses III from the Department of Health and one member of the Hawaii Advisory Commission on Drug Abuse and Controlled Substances.
Upon review of the testimony, your Committee finds that Mr. Moses' experience, background, and commitment to public service qualify him for appointment to the Hawaii Advisory Commission on Drug Abuse and Controlled Substances as a member representing the pharmacological segment of the community. Your Committee notes that Mr. Moses has forty years of experience working in the medical field, including service as a nurse, advanced practice registered nurse with prescriptive authority, and nurse practitioner specializing in emergency services, addiction recovery, and substance abuse. Mr. Moses is currently a family nurse practitioner and managing member of Psychiatric Associates, where he provides direct service in addiction medicine and related behavioral health management. In addition, Mr. Moses is a clinical instructor of nursing at Hawaii Pacific University and a family nurse practitioner at the Hawaiʻi Health & Harm Reduction Center, providing direct primary care services in family and addiction medicine and supporting the expansion of the Center's behavioral health programs. Your Committee further notes that Mr. Moses has been serving as an interim member of the Advisory Commission and has a thorough understanding of the roles and responsibilities of its members. Your Committee therefore recommends that John Paul Moses III be appointed to the Hawaiʻi Advisory Commission on Drug Abuse and Controlled Substances based on his knowledge, experience, and commitment to public service.
As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
