Your Committee on Health and Human Services, to which was referred Governor's Message No. 527, submitting for study and consideration the nomination of:

Health Planning Council, Honolulu Subarea

begs leave to report as follows:

Your Committee reviewed the personal history, resume, and statement submitted by Creighton Liu for service on the Health Planning Council, Honolulu Subarea.

Your Committee received testimony in support of the nomination for the appointment of Creighton Liu from the State Health Planning and Development Agency and one individual.

Upon review of the testimony, your Committee finds that Mr. Liu's experience, background, and commitment to public service qualify him for appointment to the Health Planning Council, Honolulu Subarea. Your Committee notes that Mr. Liu is currently the Director of the public accounting firm Spire Hawaii LLP. Mr. Liu has over thirty years of corporate-level strategy, business planning, and strategic implementation experience. During the course of his career, Mr. Liu has navigated several market transformations and challenging economic conditions and has gained broad experience and knowledge in the health care, energy, and nonprofit sectors, including strategic planning and analysis for large corporations in the State. Your Committee finds that Mr. Liu is also active in the community, serving as board chair for an organ procurement organization, recent past chair of a hospice organization, board chair for the Entrepreneurs Foundation of Hawaii, and a member of the Hawaii Chamber of Northern California. Your Committee notes that Mr. Liu has previously served on the State Health Coordinating Council. Your Committee further notes that Mr. Liu has been serving as an interim member of the Health Planning Council, Honolulu Subarea, and has a thorough understanding of the roles and responsibilities of its members. Your Committee therefore recommends that Creighton Liu be appointed to the Health Planning Council, Honolulu Subarea based on his knowledge, experience, and commitment to public service.

As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
