SENATE CONCURRENT
RESOLUTION
REQUESTING THE DEPARTMENT OF EDUCATION AND DEPARTMENT OF LAW ENFORCEMENT TO COLLABORATE ON ENSURING SAFETY AT PUBLIC ELEMENTARY SCHOOL AND STATE PREKINDERGARTEN PROGRAM CAMPUSES.
WHEREAS, in recent years, several disturbing incidents have occurred relating to school safety; and
WHEREAS, young children often lack the capacity to properly assess and identify the potential dangers posed by the presence of individuals who are not authorized to be present on a public elementary school or state prekindergarten program's campus; and
WHEREAS, additional security personnel and school resource officer posted at public elementary schools and state prekindergarten programs will improve security and safety on these campuses; and
WHEREAS, the Legislature recognizes the importance of safety in public elementary schools and state prekindergarten programs to ensure that young children can learn in a safe environment; now, therefore,
BE IT RESOLVED by the Senate of the Thirty-third Legislature of the State of Hawaii, Regular Session of 2025, the House of Representatives concurring, that the Department of Education and Department of Law Enforcement are encouraged to collaborate and enter into a memorandum of understanding for sheriffs to serve at public elementary school and state prekindergarten program campuses within the Campbell-Kapolei complex area; and
BE IT FURTHER RESOLVED that the Department of Education is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Sessions of 2027 and 2028; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Superintendent of Education and Director of Law Enforcement.
