A BILL FOR AN ACT

 

 

RELATING TO NEONICOTINOIDS.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  The department of agriculture, in coordination with the university of Hawaii college of tropical agriculture and human resources, shall conduct a study on the effects of neonicotinoids on Hawaii beehive and apiary operations, including beekeeping activities at solar energy facilities.

     (b)  The study shall examine:

     (1)  The benefits and disadvantages of using neonicotinoids;

     (2)  Whether chemical trace analysis detects neonicotinoids in Hawaii beehives and apiaries, and food products harvested from the beehives and apiaries;

     (3)  The concentration levels of neonicotinoids and any derivative chemicals in Hawaii beehives and apiaries, and food products harvested from the beehives and apiaries; and

     (4)  Any observed impacts of neonicotinoids on Hawaii beehive and apiary operations.

     (c)  The department of agriculture shall submit a report of its findings and recommendations, including science-based recommendations on how neonicotinoids should be used and regulated in the State, and any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2026.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2025-2026 to conduct the study required by section 1 of this Act.

     The sum appropriated shall be expended by the department of agriculture for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2025.
