HOUSE RESOLUTION

 

 

urging the city and county of honolulu to take immediate action to address illegal dumping in ewa beach.

 

 

 


     WHEREAS, illegal dumping is a prolific issue in the West Oahu community that poses a health hazard to residents and diminishes the natural beauty of the Hawaiian landscape; and

 

     WHEREAS, while the City and County of Honolulu has illegal dumping reporting mechanisms, convenience centers for item drop-off, and bulk item pickup by appointment, these measures are not robust enough to address the scope of the issue; and

 

     WHEREAS, other cities across the nation have created innovative programs to address illegal dumping in their communities; and

 

     WHEREAS, the City and County of Sacramento found that that implementing a bulk item pickup program was half the cost of illegal dumping abatement and cleanup efforts; and

 

     WHEREAS, Houston, Texas created the "One Clean Houston" program to offer neighborhood drop off locations in high incidence areas, implement barricades, landscaping, and signage to reduce dumping, and educate the public about the issue and volunteer opportunities; and

 

     WHEREAS, Milwaukee, Wisconsin offers a reward to citizens who report illegal dumping in sufficient detail to ensure enforcement of fines and penalties; and

 

     WHEREAS, these programs provide a model of how the City and County of Honolulu can effectively tackle the ongoing issue of illegal dumping; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirty-third Legislature of the State of Hawaii, Regular Session of 2025, that the City and County of Honolulu is urged to adopt new innovative measures to address illegal dumping in Ewa Beach; and

 

     BE IT FURTHER RESOLVED the new innovative measures should include discussion about increasing access to disposal sites in high incidence areas; and

 

     BE IT FURTHER RESOLVED the City and County of Honolulu is urged to offer weekly bulk item pickup as a routine service in high violation areas, instead of relying on appointments only; and

 

     BE IT FURTHER RESOLVED the City and County of Honolulu is encouraged to test new programs as pilots in high incidence areas and monitor their effectiveness using quantitative, measurable metrics; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Mayor of the City and County of Honolulu, Honolulu City Councilmember representing District 1, Director of the City and County of Honolulu Department of Environmental Services, and Chief of the Refuse Division of the City and County of Honolulu Department of Environmental Services.
