A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Fifteenth, Sixteenth, and Seventeenth REPRESENTATIVE DISTRICTS.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $105,750,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2025-2026 for the purpose of capital improvement projects for the fifteenth, sixteenth, and seventeenth representative district, as follows:
Plans and design for new Kapaa Public Library; ground and site improvements; equipment and appurtenances.

Total funding $2,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
2. Hawaii Health Systems Corporation, Kauai
Plans, design, and equipment and appurtenances for the implementation of the Samuel Mahelona Memorial Hospital Master Plan to include a medical and dental outpatient clinic, connector road, and implementation of HHSC Enterprise EMR system on Kauai and East Hawaii Regional Hospitals.

Total funding $12,000,000
The sum appropriated for this capital improvement project shall be expended by the Hawaii health systems corporation.
3. Kilauea Water Tank Construction and Hanalei Well Design
Design and construction for a new 1.0 MG water storage tank in the Puu Pane Subdivision and upsizing of an aged 0.10 MG water storage tank to provide additional storage capacity to the growing Kilauea community, and permitting and design to drill, test, and develop a new well source to service the Hanalei area.

Total funding $16,000,000
The sum appropriated for this capital improvement project shall be expended by the county of Kauai.
4. Kilauea Elementary School
Design for a covered playcourt; ground and site improvements; equipment and appurtenances.

The sum appropriated for this capital improvement project shall be expended by the department of education.
5. Agribusiness Development Corporation
Land for acquisition (1,080 acres) in Lihue, Kauai, Tax Map Key: (4)3-8-018-001.
Land $3,000,000
Total funding $3,000,000
The sum appropriated for this capital improvement project shall be expended by the agribusiness development corporation.
6. Lihue Public Tennis Courts
Construction for Lihue Public Tennis Courts to include fencing, tennis nets, resurfacing, and striping.
Construction $950,000
Total funding $950,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
7. Kuhio Highway
Construction for Kuhio Highway (Hardy-Oxford) 18-inch main replacement.
Construction $3,000,000
Total funding $3,000,000
The sum appropriated for this capital improvement project shall be expended by the county of Kauai.
8. Kuamoo Road Water Main Replacement
Design for Kuamoo Road water main replacement.
Design $750,000
Total funding $750,000
The sum appropriated for this capital improvement project shall be expended by the county of Kauai.
9. Wailua Homesteads Tank
Design for Wailua Homesteads Tank.
Design $750,000
Total funding $750,000
The sum appropriated for this capital improvement project shall be expended by the county of Kauai.
10. Kapaia Cane Haul Road
Design for Kapaia Cane Haul Road 18-inch water line environmental permitting.
Design $750,000
Total funding $750,000
The sum appropriated for this capital improvement project shall be expended by the county of Kauai.
11. Vidinha Stadium
Construction for Vidinha Stadium improvements (Phase 2), including ADA upgrades, lighting, exterior and interior, bleacher renovations, fencing, paving, and pedestrian safety.

The sum appropriated for this capital improvement project shall be expended by the county of Kauai.
12. Lihue Emergency Evacuation Cetner/ DOFAW public offices building
Plans, design, and construction for Lihue Emergency Evacuation Center/DOFAW public offices building.

Design $249,000
Construction $5,000,000
Total funding $5,250,000
The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.
13. Equestrian Center
Construction and equipment and appurtenances for an Equestrian Center Rodeo Arena meeting state high school standards, including sorting and holding pens, rough stock shoot, announcer booth, bleachers, comfort station, and infrastructure.

The sum appropriated for this capital improvement project shall be expended by the county of Kauai.
14. Lihue Facility Plan
Plans for Lihue Facility plan - modeling and plan to accomodate future growth and sewer expansion.

The sum appropriated for this capital improvement project shall be expended by the county of Kauai.
15. Kalaheo Water Systems
Construction for two water storage tanks and connecting pipeline along Puuwai and Poohiwi roads.
Construction $2,500,000
Total funding $2,500,000
The sum appropriated for this capital improvement project shall be expended by the county of Kauai.
16. Kekaha Amfac Shaft-Pump
Design for improvement and elimination of surface water contamination influence.
Design $1,500,000
Total funding $1,500,000
The sum appropriated for this capital improvement project shall be expended by the county of Kauai.
17. Hanapepe-Eleele Booster Pump Station
Design for a permanent booster pump station to ensure water from source wells in Hanapepe have an alternate route to provide continuous water service to residents and facilities in Eleele.

The sum appropriated for this capital improvement project shall be expended by the county of Kauai.
18. West Kauai DLNR Public Office and DOFAW Fire Emergency Response Building
Construction for a DLNR public office and DOFAW Fire Emergency Response Building and Equipment Storage Facility.
Construction $33,000,000
Total funding $33,000,000
The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.
19. Hanapepe Stadium
Construction for Hanapepe Stadium, including locker rooms upgrades, light fixtures and poles, caretaker office building replacement, and electrical room upgrades.

Total funding $3,500,000
The sum appropriated for this capital improvement project shall be expended by the county of Kauai.
SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2028, shall lapse as of that date.
SECTION 3. This Act shall take effect on July 1, 2025.
