RELATING TO COLLECTIVE BARGAINING. Authorizes the Hawaii Labor Relations Board to request the Federal Mediation and Conciliation Service to furnish a list of five qualified and experienced interest arbitrators in the event the parties fail to select the neutral third member of the arbitration panel. Clarifies that the list of five interest arbitrators may contain arbitrators from both the American Arbitration Association and Federal Mediation and Conciliation Service. Effective 7/1/2050. (SD1)

RELATING TO THE INDIVIDUAL HOUSING ACCOUNT PROGRAM. For taxable years, beginning 1/1/2026, increases the maximum annual deduction for contributions to, and maximum account levels for, individual housing accounts. Takes effect 7/1/2050. (SD1)

RELATING TO CAMPAIGN CONTRIBUTIONS. Amends section 11-364, Hawaii Revised Statutes, to provide that an excess contribution of more than $100 in cash, in the aggregate, from a single person during an election period to a candidate, candidate committee, or noncandidate committee shall escheat to the Hawaii election campaign fund if not returned to the contributor within 30 days. Effective 7/1/2050. (SD1)

RELATING TO HEALTH. Prohibits drug manufacturers from denying, restricting, or prohibiting the acquisition, shipping, or delivery of a 340B drug to pharmacies contracted with 340B covered entities under the federal 340B Drug Pricing Program. Authorizes the 340B covered entity and Attorney General to bring a civil action for enforcement. Specifies a 4-year limitations period for bringing an action. Requires each covered entity to report certain information annually to the Department of Health. Requires the Department of Health to prepare annual reports detailing the information received from covered entities, submit the reports to the Legislature, and make the reports publicly available. Defines covered entity. Effective 12/31/2050. (SD2)

RELATING TO TAX CREDITS. Requires that income tax credits existing on 12/31/2025 or established or renewed after 12/31/2025 include a 5-year sunset or an annual one-third reduction, beginning with the 6th year of the credit. Effective 7/1/3000. (SD1)

RELATING TO LIABILITY. Specifies that the State or county may repair or maintain any street of which the ownership or jurisdiction is in dispute between the State and county. Specifies that the State or county that repaired or maintained the street may only be held liable for acts or omissions arising out of the repair or maintenance of that street that the State or county performed at any time. Deems that repair or maintenance of a street shall not confer ownership or jurisdiction over such street if the ownership or jurisdiction over the street is in dispute between the State and the county. Sunsets 7/1/2030. Effective 7/1/3000. (SD2)

RELATING TO TRANSPORTATION SERVICES. Authorizes the use of motorcoaches, small buses, and vans for school bus services if certain conditions are met. Requires State to upgrade to zero emission school buses by 2045. Requires the state agencies to prioritize zero emission buses in the procurement policy for purchasing or leasing motor vehicles. Effective 7/1/3000. (SD1)

RELATING TO SEWER TRANSMISSION LINES. Requires a county to accept, within 60 days after receipt of a completed application for maintenance request, license or dedication of sewer transmission lines and related sewerage facilities servicing Hawaiian Home Lands that are brought into compliance by the Department of Hawaiian Home Lands. Effective 7/1/2050. (SD1)

RELATING TO HOUSING. Requires developers developing an affordable housing project under the Hawaii Housing Finance and Development Corporation to assist certain tenants who are subject to displacement or eviction by the proposed project by: granting those tenants the right of first refusal of a comparable unit in the housing project or establishing a fund to provide relocation benefits and offer assistance; providing information, either directly or through a contracted service, on how to obtain assistance and exercise the right of first refusal; and establishing procedures to track and maintain communication with those tenants. Establishes consequences for a developer's noncompliance. Takes effect 7/1/2050. (SD1)
