RELATING TO BEACH MANAGEMENT ON THE NORTH SHORE OF OAHU.

Extends the deadline for the University of Hawaii Sea Grant College Program to submit the North Shore Beach Management Plan to the Governor and Legislature.  Extends the appropriation lapse date to 6/30/2026.  Effective 7/31/2050.  (SD1)

RELATING TO CANNABIS.

Amends the definition of "debilitating medical condition" under the Uniform Controlled Substances Act.  Amends the definition of "waiting room" under the Medical Cannabis Dispensary System law.  Repeals the requirement that a provider-patient relationship be established in person.  Allows dispensaries to purchase cannabis and manufactured cannabis products from another dispensary for direct retail sale to a patient and further manufacturing by the purchasing dispensaries and establishes requirements for transport.  Prohibits persons from operating a medical cannabis dispensary or cultivating cannabis without a license from the Department of Health or providing certain services to persons or entities engaging in unlicensed cannabis operations.  Requires the Department of Health to issue a cease and desist notice to violators before initiating criminal proceedings.  Establishes criminal penalties.  Establishes an affirmative defense for, and a conclusive basis for certain violations.  Establishes exceptions.  Establishes a cannabis cultivator license to authorize the cultivation and distribution of cannabis plants.  Requires the Department of Health to only issue one cannabis cultivator license for each person.  Establishes limits on:  (1) the number of cannabis cultivator licenses the Department of Health may issue; (2) the maximum size of plant canopy for indoor and outdoor cultivations for each cannabis cultivator license; and (3) the maximum plant count of mature cannabis plants for each cannabis cultivator license.  Requires persons issued a cannabis cultivator license to meet the same facility and processing requirements under chapter 329D, HRS.  Authorizes expenditures from the Medical Cannabis Registry and Regulation Special Fund to fund programs for the mitigation and abatement of nuisances relating to chapter 329D, HRS.  Appropriates funds out of the Medical Cannabis Registry and Regulation Special Fund for the Department of Attorney General to enforce, and

RELATING TO WORKERS' COMPENSATION.

Clarifies the process for selecting a certified provider of rehabilitation services.  Requires providers to automatically approve vocational rehabilitation services for an injured employee if those services will likely be required for suitable gainful employment.  Requires providers to file an employee's vocational plan no later than ninety days after submitting an initial evaluation report, with certain exceptions.  Effective 7/1/2050.  (SD1)

RELATING TO WASTEWATER SYSTEMS.

Establishes and appropriates funds for a three-year new wastewater system and individual wastewater system technology testing pilot program within the University of Hawaii Water Resources Research Center.  Requires interim and final reports to the Legislature.  Effective 7/1/2050.  (SD1)

RELATING TO LABELING.

Establishes labeling requirements for certain premoistened nonwoven disposable wipes.  Requires certain manufacturers of covered products to submit for approval, their "DO NOT FLUSH" label notices and symbols to the United States Environmental Protection Agency by 1/1 2026.  Appropriates funds.  Effective 12/31/2050.  (SD1)

RELATING TO WASTE OR DISPOSAL FACILITIES.

Prohibits the construction, modification, or expansion of any waste or disposal facility on land that is above a significant aquifer as determined by the Department of Health.  (SD2)

RELATING TO RESTORATION OF BEACH LANDS.

Amends the definition of "beach restoration" to include activities undertaken to maintain and improve eroded beaches and degraded dune systems through the management of sand and native vegetation, placement of sand, and activities undertaken to remove abandoned remnant materials that pose a risk to public and ecosystem health.  Effective 7/1/2040.  (SD1)

RELATING TO CANCER.

Appropriates funds to the University of Hawaii Cancer Center to conduct a multiethnic cohort study focusing on the social determinants of health, lifestyles, environmental exposures, and resilience factors of Native Hawaiians, Pacific Islanders, and Filipinos, including an analysis of the health effects and risks of individuals living in close proximity to landfills in Nanakuli, Oahu.  Requires the appropriated funds to be matched by federal funds on a dollar-for-dollar basis before expenditure.  Effective 7/1/3000.  (SD1)

RELATING TO TEACHER EDUCATION.

Authorizes the Department of Education to subsidize all tuition and mandatory fees for a resident student enrolled in a 4-year college campus of the University of Hawaii System with an education program or that offers an education degree for the semester or term that the student enrolls in a State-Approved Teacher Education Program under certain conditions.  Effective 7/31/2050.  (SD2)

RELATING TO TAXATION.

Amends the definition of draft beer used in liquor tax laws to mean beer in an individual container of five gallons or more.  Effective 7/1/2050.  (SD1)

RELATED TO CONTROLLED SUBSTANCES.

Requires the Department of Health to establish and maintain a registry of all manufactured hemp product distributors and manufactured hemp product retailers doing business in the State.  Exempts hemp processors, hemp product distributors, or hemp product retailers with a valid permit under chapter 328G, HRS, or the USDA and retailers or distributors selling tinctures or topicals from the registry.  Beginning 1/1/2026, prohibits the sale of manufactured hemp products without a certificate of registration.  Establishes the offense of unlawful hemp retailing or distribution for recklessly failing to register as required.  Authorizes DOH and the Attorney General to inspect any entity engaged in the distribution or sale of any product containing or derived from hemp to verify compliance with chapter 328G, HRS.  Authorizes DOH, Attorney General, Department of Law Enforcement, and county police departments to seize and confiscate any product containing or derived from hemp that is possessed, kept, stored, retained, held, owned, received, acquired, distributed, sold, or offered for sale in violation of chapter 328G, HRS.  Establishes that the offense of unlawful hemp retailing or distribution shall be subject to nuisance abatement proceedings.  Establishes that a violation of chapter 328G, HRS, constitutes an unfair or deceptive act or practice and unfair method of competition subject to a civil penalty.  Allows moneys in the Hawaii Hemp Processing Special Fund to be used by DOH for the registry.  Authorizes the Office of Medical Cannabis Control and Regulation to administer the hemp processors program.  Establishes that every building, premises, or place used for the purpose of violating chapter 328G, HRS, is a nuisance subject to abatement.  Appropriates funds.  Effective 4/23/2057.  (SD3)

RELATING TO HISTORIC PRESERVATION REVIEWS.

Requires the Department of Land and Natural Resources to determine the effect of any proposed state or county housing projects that may affect a historical property, an aviation artifact, or a burial site within ninety days of a request for determination.  Establishes historic review requirements based on the project area's known historic, cultural, and archaeological resources.  Establishes procedures and notification requirements if previously unidentified human remains or previously unidentified historic property are discovered.  Effective 7/1/3000.  (HD2)
