RELATING TO HISTORIC PRESERVATION REVIEWS. Requires the Department of Land and Natural Resources to determine the effect of any certain proposed housing projects within ninety days of a request for determination. Establishes historical review requirements based on the project area's known historic, cultural, and archaeological resources. Establishes procedures and notification requirements if previously unidentified human remains or previously unidentified historic or cultural resources are discovered. (SD1)

RELATING TO STATE ENTERPRISE ZONES. Amends the definition of "eligible business activity" for State Enterprise Zone Program purposes to include retail sales of tangible personal property manufactured and sold in the enterprise zone to the final consumer, the processing of value-added agricultural products grown within an enterprise zone, the provision of professional services by health care professionals in health-care-related sectors, the use of advanced manufacturing to produce products, or the development of cybersecurity technology. Extends the eligibility period of the state business tax credit and general excise tax exemption for qualified businesses within state enterprise zones from 7 years to 9 years. Extends the eligibility period of the general excise tax exemption for qualified businesses within state enterprise zones engaged in the manufacturing of tangible personal property or the producing or processing of agricultural products from 10 years to 12 years. Makes the extension of the state business tax credit eligibility period applicable to taxable years beginning after 12/31/2025. Makes the extension of the general excise tax exemption eligibility period take effect on 1/1/2027. Effective 7/1/3000. (HD1)

RELATING TO EDUCATION. Appropriates funds to the Department of Education to support public schools impacted by a local investor‑owned electric utility's planned public safety power shutoff program. Effective 7/1/3000. (HD1)

RELATING TO THE FILM INDUSTRY. Establishes the Island Film and Media Production Investment Fund. Provides an additional five per cent tax credit to qualified productions with a workforce of at least eighty percent local hires. Adds a requirement that productions contact all local labor unions servicing Hawaii's film industry to qualify for the Motion Picture, Digital Media, and Film Production Income Tax Credit. Requires qualified production costs of a taxpayer that exceed $1,000,000 to be certified by an independent third-party certified public accountant to qualify for the film production tax credit. Increases to an unspecified amount the aggregate cap amount of film production tax credits allowed in any given year. Includes broadcast and streaming platform productions under the film production tax credit. Defines "streaming platform". Applies the GET rate for manufacturers to productions. Exempts from the GET amounts received by a motion picture project employer from a client equal to amounts that are disbursed by the motion picture project employer for employee wages, salaries, payroll taxes, insurance premiums, and employment benefits and payments to loan-out companies. Appropriates funds. Effective 7/1/3000. (HD1)

RELATING TO RESTORATION OF BEACH LANDS. Amends the definition of "beach restoration" to include activities undertaken to maintain and improve eroded beaches and degraded dune systems through the management of sand and native vegetation, place sand on an eroded beach, and remove abandoned remnant materials that pose a risk to public and ecosystem health. Appropriates funds for a Kahana Bay beach restoration pilot project and a sand restoration and dune replenishment pilot project on the island of Maui. Effective 7/1/3000. (HD1)
