RELATING TO COURT-ORDERED PAYMENTS.

Requires the Judiciary to contract with a collection agency or licensed attorney to collect delinquent court-ordered fees, fines, sanctions, and court costs.  Repeals the authority of the Judiciary to contract with a collection agency or licensed attorney to collect delinquent restitution.  Expressly allows courts to specify a period of time or installments for payment of fees and restitution.  Requires courts to hold payment compliance hearings once per year or as soon as practicable, until all fees, fines, and restitution are fully paid, and requires a defendant to appear and show cause if the defendant fails to pay in full within a time specified by the court or fails to pay three consecutive installments.  Makes corresponding amendments to related statutes.

RELATING TO A VAPING STORE REGISTRY.

Requires, beginning 1/1/2026, vaping stores to register with the Department of Health and be subject to inspections for compliance with federal and state laws.

RELATING TO MIDWIVES.

Continues a licensing scheme for licensed certified midwives and licensed certified professional midwives, to be overseen by the Department of Commerce and Consumer Affairs.  Re‑establishes the home birth task force to provide recommendations on issues related to home births.  Dissolves the task force on 6/30/2026.  Requires reports to the Legislature.

RELATING TO COMMUNITIES.

Requires any state or county department pursuing any major plan or work effort that is likely to significantly affect members of any community to:  (1) Conduct a public hearing on the issue, and post notices on the department's website; and (2) Send direct notices of the public hearing to state and county elected officials who have constituents in the community.

RELATING TO CORRECTIONAL FACILITIES.

Authorizes the issuance of general obligation bonds and appropriates moneys to the Department of Accounting and General Services for the replacement and relocation of the Oahu Community Correctional Center.
