RELATING TO FISHPONDS. Establishes a fishpond inventory working group within the University of Hawaii Sea Grant College Program to create an inventory and map of all fishponds on state land and conduct a literature review. Appropriates funds. Effective 7/1/3000. (HD1)

RELATING TO ELECTRIC VEHICLE CHARGING INFRASTRUCTURE. Requires the design of all new state building construction where parking is to be included to provide that at least twenty-five per cent of parking stalls be electric vehicle charger-ready. Requires the Hawaii State Energy Office, in consultation with the Department of Accounting and General Services and Department of Transportation, to conduct a survey and identify certain high-priority state facilities. Establishes a goal of the State to retrofit state facilities to be electric vehicle charger-ready. Requires a report to the Legislature. Appropriates funds. Effective 7/1/3000. (SD1)

RELATING TO WORKERS' COMPENSATION. Clarifies the process for selecting a certified provider of rehabilitation services. Requires providers to automatically approve vocational rehabilitation services for an injured employee if those services will likely be required for suitable gainful employment. Requires providers to file an employee's vocational plan no later than ninety days after submitting an initial evaluation report, with certain exceptions. Effective 7/1/2050. (SD1)

RELATING TO EMERGENCY MANAGEMENT. Clarifies the types of events that constitute disasters and emergencies for the purposes of emergency management. Effective 7/1/3000. (HD1)

RELATING TO THE ENVIRONMENT. Amends the authorized uses of the Deposit Beverage Container Deposit Special Fund. Requires the Department of Health to conduct a statewide needs assessment to determine what will be needed to reduce waste generation, increase reuse, improve recycling collection services, and expand local processing of materials through an Extended Producer Responsibility Program for packaging materials and paper products. Establishes an advisory council to review the draft needs assessment and propose recommendations throughout the assessment process. Requires the Department of Health to hold a public hearing on the draft needs assessment and complete and submit the needs assessment to the Legislature by 12/31/2028. Allows manufacturers to coordinate activities directly related to the recycling of covered electronic devices. Expands the scope of covered electronic devices to include electronic device peripherals and certain legacy devices. Requires manufacturers to provide free collection service locations and collection events. Appropriates funds out of the Deposit Beverage Container Deposit Special Fund. Declares that the Deposit Beverage Container Deposit Special Fund expenditure ceiling is exceeded. Effective 7/1/3000. (SD1)

RELATING TO COMMUNITY LAND TRUSTS. Authorizes the Hawaii Housing Finance and Development Corporation to establish a five-year Community Land Trust Equity Pilot Program to provide community land trusts with a line of credit to fund the acquisition, rehabilitation, renovation, or construction of housing for certain households. Requires reports to the Legislature regarding the pilot program. Appropriates funds from the Dwelling Unit Revolving Fund for establishment of the pilot program. Sunsets the pilot program on 6/30/2030. Takes effect 7/1/2050. (SD1)

RELATING TO PROCUREMENT. Establishes a Procurement Automation System Special Fund to be administered by the State Procurement Office. Adds the Executive Director of the School Facilities Authority as the Chief Procurement Officer for the School Facilities Authority in the Hawaii Public Procurement Code. Effective 7/1/3000. (SD1)

RELATING TO PROCUREMENT. Prohibits a procurement officer from disclosing a competing offeror's proposal or evaluation scores, except the summary of scores, during a debriefing requested by a non-selected offeror. Authorizes the disclosure of a competing offeror's proposal or evaluation scores after a protest is resolved and the contract is executed. Effective 1/1/2491. (SD1)

RELATING TO TRANSPORTATION. Beginning 7/1/2028, authorizes a county to impose a mileage-based road usage charge on electric vehicles. Provides and requires a county to establish the rate of the road usage charge. Repeals the requirement for the Department of Transportation to establish county subaccounts within the State Highway Fund. Clarifies the disposition of funds for state mileage-based road usage charge. Clarifies the rate and calculation of the state mileage-based road usage charge. Specifies that rental motor vehicle companies may visibly pass the costs of the mileage-based road usage charges to the consumer. Expands allowable uses of the State Highway and Highway Funds. Appropriates funds. Effective 7/1/3000. (SD1)

RELATING TO FIREWORKS. Amends multiple definitions and penalties for fireworks offenses, including heightened penalties if another person suffers substantial bodily injury, serious bodily injury, or death as a result of the fireworks offenses. Establishes various criminal offenses and penalties related to fireworks or articles pyrotechnics. Adds fireworks infractions to the existing adjudications of infractions process for traffic and emergency period infractions. Appropriates funds. (SD1)
