RELATING TO QUALIFIED COMMUNITY REHABILITATION PROGRAMS.

Clarifies that the civil service exemption for personal service contracts for building, custodial, and grounds maintenance services with qualified community rehabilitation programs shall not cost more than an unspecified amount in the aggregate per private person or entity, regardless of the number of contracts or qualified community rehabilitation programs utilized for the personal service.  Effective 7/1/2050.  (SD1)

Establishes the Hawaii Start-Up Business Loan Program.  Establishes the Hawaii Start-Up Business Loan Program Special Fund.  Requires Department of Business, Economic Development, and Tourism to submit an annual report to the Legislature regarding the program.  Establishes positions.  Appropriates funds.  Effective 7/1/3000.  (SD1)

RELATING TO ENVIRONMENTAL STEWARDSHIP.

Amends the transient accommodations tax rate beginning on 1/1/2027.  Beginning 1/1/2027, requires collection of a monthly tax of $20 per passenger per port entry or any commercial passenger vessel at any port facility under the jurisdiction of the department of taxation.  Establishes a Transient Accommodation Tax Enforcement Working Group.  Requires the transfer of all agricultural leases under the jurisdiction of the Department of Land and Natural Resources to the Department of Agriculture.  Appropriates funds to the Department of Land and Natural Resources for certain environmental stewardship projects.  Requires reports to the Legislature. Effective 7/1/3000.  (SD1)

RELATING TO THE DEPARTMENT OF HAWAIIAN HOMELANDS.

Extends the Act 279 Special Fund to 6/30/2028.  Deposits funds into and appropriates funds out of the Act 279 Special Fund to eliminate its waitlist.  Requires the Department of Hawaiian Home Lands to submit a strategic plan detailing the anticipated uses of the funds appropriated.  Requires an annual report.  Sunsets 6/30/2028.  Effective 7/1/3000.  (HD1)

RELATING TO HEALTH.

Establishes the Health Information Technology Infrastructure Grant Program within the Department of Health, to be administered by the State Health Planning and Development Agency, to support health information technology infrastructure and the implementation of interoperable health information technologies in federally qualified health centers, rural health clinics, Ryan White HIV/AIDS Program centers, and Native Hawaiian health centers.  Appropriates funds for the grant program.  Effective 12/31/2050.  (SD1)

RELATING TO CLEAN ENERGY.

Requires all state and county agencies to utilize applicable federal clean energy tax credits, pursuant to the Inflation Reduction Act of 2022, for the purchase and financing of capital improvement projects that use clean energy technology and zero-emission vehicles.  Effective 7/1/3000.  (HD2)

RELATING TO HOUSING.

Requires the Hawaii Housing Finance and Development Corporation to establish a Government Employee Housing Revolving Fund Program and Government Employee Ninety-Nine Year Leasehold Rent-to-Own Program.  Establishes the Government Employee Housing Revolving Fund.  Appropriates funds.  Takes effect 7/1/2050.  (SD1)

RELATING TO THE STATE FOUNDATION ON CULTURE AND THE ARTS.

Establishes the Performing Arts Grants Program and Performing Arts Grants Special Fund to support performing arts in the State.  Allows the State Foundation of Culture and the Arts to acquire, hold, and own property.  Clarifies the scope of the SFCA' responsibilities to include the coordination, planning, promotion, marketing, and execution of performing arts events.  Amends the funding sources for the State Art Museum.  Amends the amounts required to be transferred by agencies into the Works of Art Special Fund and the allowable uses of the Special Fund.  Appropriates funds.  Effective 7/1/3000.  (SD1)
