RELATING TO GOVERNMENT.

Allows a retirant to be employed without reenrollment in the Employees' Retirement System and without loss or interruption of benefits under the System or the Hawaii Employer-Union Health Benefits Trust Fund if the retirant is employed as a law enforcement officer stationed at a public school as a resource officer or investigator identified by the Department of Law Enforcement or the Department of the Attorney General, respectively, as a labor shortage or difficult-to-fill position, subject to certain conditions.  Requires the Director of Human resources of the appropriate state jurisdiction or the human resources management chief executive of each county to include in their annual reports to the Legislature details on the employment of retirants as school resource officers or investigators.  Effective 7/1/2050.  (SD1)

RELATING TO CIGARETTE TAXES.

Beginning 1/1/2026, increases the cigarette tax from sixteen cents to eighteen cents and amends the disposition of cigarette tax revenues by allocating the increase in the cigarette tax amount for debt reduction for the Cancer Research Center of Hawaii.  Effective 12/31/2050.  (SD1)

RELATING TO GUARDIANSHIP AND CONSERVATORSHIP SERVICES.

Establishes a two-year pilot program in the Probate Court and Family Court of the First Circuit to fund certain guardianship- and conservatorship-related court resources in situations where the respondent does not have sufficient funds to pay for one or more of the resources and the court has deemed the resource or resources beneficial.  Requires the Judiciary to submit reports to the Governor and Legislature.  Appropriates funds.  Effective 4/23/2057.  (SD1)

RELATING TO TRANSPORTATION.

Requires the Department of Transportation or appropriate county department when disposing of a deceased cat or dog from a public roadway to scan the animal for a microchip, record certain information, and report that information to the appropriate county animal services or animal service contractors.  Requires certain county agencies to collaborate with the Department of Transportation in utilizing the Department's microchip scanners.  Effective 7/1/3000.  (HD1)

RELATING TO HOUSING.

Establishes the Accessory Dwelling Unit Financing and Deed Restriction Program to allocate funds to the counties for the purchase of equity in an accessory dwelling unit by the State.  Specifies eligible homeowners or homebuyers for the Program to finance construction costs, development costs, and non-reoccurring closing costs associated with the construction of an accessory dwelling unit and purchase deed restrictions on the property.  Sunsets 1/1/2031.  Takes effect 7/1/2050.  (SD1)

RELATING TO TEACHER EDUCATION.

Authorizes the Department of Education to subsidize all tuition and mandatory fees for a resident student enrolled in a four-year college campus of the University of Hawaii System with an education program or that offers an education degree for the semester or term that the student enrolls in a State-Approved Teacher Education Program under certain conditions.  Effective 7/31/2050.  (SD1)

RELATING TO THE DEPARTMENT OF AGRICULTURE.

Appropriates funds to the Department of Agriculture for a Non-Potable Water Wells Pilot Program to prepare an environmental impact statement or environmental assessment to drill non-potable water wells on individual parcels at Panaewa Agricultural Park and Panaewa farm lots.  Requires the Department of Agriculture to consult and coordinate with the Department of Hawaiian Home Lands on the location and distribution of water from non-potable water wells before and after the completion of an environmental impact statement or environmental assessment to drill non-potable water wells on individual parcels at Panaewa Agricultural Park and Panaewa farm lots.  Requires any non-potable water well or improvement on individual parcels at Panaewa Agricultural Park and Panaewa farm lots to revert to the State upon termination of upon the expiration date of the lease.  Effective 7/1/3000.  (SD1)
