RELATING TO HAWAIIAN INDEPENDENCE DAY. Establishes "La Kuokoa", or Hawaiian Independence Day, as a state holiday to be observed annually on November 28th. Effective 7/1/2050. (SD1)

RELATING TO ECONOMIC DEVELOPMENT. Establishes a Tourism and Gaming Working Group within the Department of Business, Economic Development, and Tourism. Requires a report to the Legislature. Effective 7/1/2050. (SD2)

RELATING TO WASTE-TO-ENERGY. Authorizes the Hawaii State Energy Office to establish a public‑private partnership to develop a waste-to-energy generating facility in each county having a population below 800,000. (SD1)

RELATING TO EMERGENCY PREPAREDNESS. Establishes the Community Readiness Centers Program to be implemented and administered by the Hawaii Emergency Management Agency. Establishes the Community Readiness Centers Special Fund to fund the Community Readiness Centers Program. Renames the Environmental Response, Energy, and Food Security Tax to the Environmental Response, Energy, Food Security, and Resilience Tax and directs a portion of the tax into the Community Readiness Centers Special Fund. Requires a report to the Legislature. Effective 7/1/2077. (SD1)

RELATING TO WORKFORCE DEVELOPMENT. Requires the Department of Labor and Industrial Relations to develop and implement training programs, public-private partnerships, funding opportunities, and recruitment strategies to develop a local workforce to meet the growing demand in defense-related personnel and promote economic diversification. Requires reports to the Legislature. Appropriates funds. Effective 7/1/2050. (SD1)

RELATING TO DUNE RESTORATION. Appropriates funds to the University of Hawaii Sea Grant College Program for dune restoration at Hanakaoo Beach Park. Effective 7/31/2050. (SD1)

RELATING TO TOURISM. Exempts all positions within the Hawaii Tourism Authority from the state civil service law. Provides that the powers described in section 201B-3, HRS, shall be granted to the Hawaii Tourism Authority except as otherwise provided by law. Amends the definition of "convention center facility" for purposes of chapter 201B, HRS. Amends the eligibility requirements to serve on the Hawaii Tourism Authority board of directors. Effective 7/1/2050. (SD1)

RELATING TO AFFORDABLE HOUSING. Requires the Department of Business, Economic Development, and Tourism, to establish a comprehensive action plan under the "Yes In My Back Yard" Working Group to establish a local housing market in Hawaii. Appropriates funds. (SD1)
