RELATING TO PUBLIC FINANCING FOR CANDIDATES TO ELECTED OFFICE. Establishes a comprehensive system of public financing for all candidates seeking election to state and county public offices in the State of Hawaii, to begin with the 2028 general election year. Requires the Campaign Spending Commission to submit reports to the Legislature. Appropriates funds. Effective 4/23/2057. (SD1)

PROPOSING AN AMENDMENT TO ARTICLE VI, SECTION 3, OF THE HAWAII STATE CONSTITUTION TO ALLOW THE SENATE MORE TIME TO CONFIRM JUDICIAL APPOINTMENTS. Proposes an amendment to the Hawaii State Constitution to extend the amount of time allowed the Senate to consider and act on the appointments of justices and judges from thirty to sixty days for appointments made between April 1 and December 31 when the Senate is not in Regular Session or is about to adjourn the Regular Session.

RELATING TO TAXATION. For taxable years beginning after 12/31/2025, temporarily reinstates the Technology Infrastructure Renovation Tax Credit and expands the definition of "technology-enabled infrastructure" to include data servers. Requires the Department of Taxation to submit a report to the Legislature. Effective 7/1/2050. (SD1)

RELATING TO WITNESS FEES. Increases the fees paid to witnesses in civil and criminal trials. Changes the fees paid for travel expenses from 20 cents a mile to the mileage allowance prescribed by the Administrator of General Services. Authorizes reimbursement to witnesses in civil trials for use of common carriers.

RELATING TO THE UNIVERSITY OF HAWAII. Appropriates funds to the University of Hawaii System for various nursing programs. Effective 7/31/2050. (SD1)

RELATING TO TRANSPORTATION. Requires the Hawaii Housing Finance and Development Corporation to transfer the public roads of the Villages of Kapolei to the City and County of Honolulu by January 1, 2026. Authorizes county police officers to enforce the statewide traffic code on all public streets, roadways, and highways within the State. Effective 7/1/2050. (SD1)

RELATING TO CESSPOOLS. Establishes within the Department of Health's Wastewater Branch a Cesspool Conversion Section, which shall be responsible for facilitating the conversion of cesspools within the State. RELATING TO THE LOW-INCOME HOUSING TAX CREDIT. Authorizes a partner or member in a partnership or limited liability company that has been allocated a low-income housing tax credit to further allocate the credit or transfer, sell, or assign up to one hundred per cent of the tax credit, under certain conditions. Extends the sunset date for certain provisions of the Low-Income Housing Tax Credit for low-income buildings. Applies to taxable years after 12/31/2025. (SD1)

RELATING TO FARM TO FAMILIES. Establishes the Hawaii Farm to Families Program to alleviate food shortages in the State. Requires reports to the Legislature prior to the Regular Sessions of 2026 and 2027. Appropriates funds. Effective 7/1/2050. (SD1)

RELATING TO ELECTRIC UTILITIES. Provides the Public Utilities Commission with the authority to appoint a receiver to take temporary action necessary to assure continued adequate electric services from regulated investor-owned electric utilities. Appropriates funds out of the Public Utilities Commission Special Fund. Effective 7/1/2050. (SD1)
