Proposes a constitutional amendment to specify that reapportionment shall be based on the resident population, as counted in the decennial United States census for the respective reapportionment year, rather than the permanent resident population.  (SD1)

RELATING TO PUBLIC FINANCING.

Raises the cap on the maximum amount of matching funds available to candidates for the Hawaii Partial Public Financing Program.  Increases the cap on the amount of expenditures a candidate can make in the Program.  Increases the matching fund ratio from $1 for each $1 of qualifying contributions raised by a candidate to $2 for each $1 of qualifying contributions raised in excess of the minimum qualifying contributions that a candidate must raise to participate in the Program.  Appropriates funds.  Effective 4/23/2057.  (SD1)

Authorizes the Department of Education to award a high school diploma to qualified persons who did not receive a high school diploma as a result of compulsory or voluntary induction into the armed services of the United States or whose high school education was interrupted due to wartime practices during World War II, the Korean War, or the Vietnam War.

RELATING TO WASTE DISPOSAL FACILITIES.

Prohibits the construction, modification, or expansion of any waste or disposal facility for hazardous waste or solid waste on land that is near or above a significant aquifer as determined by the Department of Health, in consultation with the Commission on Water Resource Management.  Prohibits waste or disposal facility on class A and B agricultural land.  Prohibits the use of fly ash, bottom ash, or a combination of fly ash and bottom ash from a municipal waste combustor, including any ash residue that remains after removal of metals for recycling into new metal products, for the purposes of road building, construction, or as alternative daily cover material on a landfill.  Requires fly ash, bottom ash, or a combination of fly ash and bottom ash from a municipal waste combustor to be disposed of in a double-lined and duly licensed municipal solid waste or hazardous waste landfill.  Effective 12/31/2050.  (SD1)

RELATING TO THE DEPARTMENT OF EDUCATION.

Exempts from the electronic procurement system the Department of Education's purchase of fresh local agricultural products and local value-added processed, agricultural, or food products not exceeding $100,000, subject to certain requirements.  Requires the Department of Education to establish guidelines for determining a geographic preference for locally sourced products.  Effective 7/1/2050.  (SD1)

RELATING TO THE FILM INDUSTRY.

Requires qualified production costs of a taxpayer that exceed $1,000,000 to be certified by an independent third-party certified public accountant to qualify for the tax credit.  Increases the total amount of tax credits allowed in any given year from $50,000,000 to $60,000,000.  Includes broadcast and streaming platform productions under the tax credit.  Defines "streaming platform".  Extends the sunset date for the tax credit to 1/1/2039.  Makes conforming amendments.  Effective 7/1/2050.  (SD1)

Establishes a working group within the Office of the Governor for administrative purposes to ascertain the State's available water resources and water system source capacity and to streamline well permit approval processes to further plan for the development of affordable housing.  Requires the working group to inventory all available water resources statewide and identify sources of aquifer replenishment in relation to affordable housing development.  Requires an interim and final report to the Legislature.  (SD1)

Prohibits counties from permitting or allowing retention and detention ponds to be constructed except under certain conditions.  Establishes safety requirements for retention and detention ponds statewide. Requires the Department of Land and Natural Resources to inspect retention and detention ponds statewide.  Requires a report to the Legislature.  Establishes positions.  Appropriates funds.  Effective 5/13/2040.  (SD1)

PROPOSING AN AMENDMENT TO ARTICLE XVII, SECTION 3 OF THE HAWAII CONSTITUTION TO SPECIFY THAT THE STANDARD FOR VOTER APPROVAL OF A CONSTITUTIONAL AMENDMENT PROPOSED BY THE LEGISLATURE IS A MAJORITY OF ALL THE VOTES TALLIED UPON THE QUESTION.

Proposes to amend article XVII, section 3 of the Hawaii State Constitution regarding the standard for ratification of a constitutional amendment proposed by the legislature, to require that a majority of all the votes tallied upon the question be a "yes" vote, and not include blank, spoiled, and over votes in determining whether a majority was reached.

RELATING TO COURT-ORDERED PAYMENTS.

Requires the Judiciary to contract with a collection agency or licensed attorney to collect delinquent court-ordered fees, fines, sanctions, and court costs.  Repeals the authority of the Judiciary to contract with a collection agency or licensed attorney to collect delinquent restitution.  Expressly allows courts to specify a period of time or installments for payment of fees and restitution.  Requires district courts to hold payment compliance hearings once per year or as soon as practicable, until all fees, fines, and restitution are fully paid, and requires a defendant in district court to appear and show cause if the defendant fails to pay in full within a time specified by the court or fails to pay three consecutive installments.  Makes corresponding amendments to related statutes.  Appropriates funds.  Effective 4/23/2057.  (SD1)
