RELATING TO THE HAWAII NATIONAL GUARD.

Authorizes the payment of allowances for TRICARE, TRICARE Dental Program, and vision coverage to all officers, warrant officers, and enlisted personnel of the Hawaii National Guard ordered to active duty for more than 30 days.

RELATING TO ENERGY ASSISTANCE.

Establishes the Hawaii Home Energy Assistance Program within the Department of Human Services to assist qualifying households in paying their energy bills.  Requires the Public Utilities Commission Public Benefits Fee Administrator to provide certain assistance to recipients of the program.  Establishes positions.  Appropriates funds.  Effective 12/31/2050.  (SD1)

RELATING TO INVASIVE SPECIES.

Establishes a Plant Nursery Registry Program to regulate the sale of nursery stock.  Requires certain plant nurseries to register with the Department of Agriculture.  (SD1)

RELATING TO INSURANCE.

Requires all health insurance policies, contracts, plans, and agreements issued or renewed after 12/31/2025, to provide optional coverage for standard fertility preservation services for persons undergoing medically necessary treatment that may cause iatrogenic infertility.  Effective 12/31/2050.  (SD1)

RELATING TO HOUSING.

Authorizes certain counties to establish by ordinances a rental unit price control that prohibits a landlord from increasing the rental price of a dwelling unit at a rate that exceeds the percentage calculated and published by the county based on changes in the applicable Consumer Price Index.  Beginning 8/1/2025, requires certain counties to annually calculate and publish the maximum rate at which a landlord may increase the rental price of a dwelling unit during the immediately succeeding twelve-month period.  Establishes a Long-Term Residential Lease Tax Credit for taxpayers who own and lease a dwelling unit located in a county that has adopted a rental unit price ceiling ordinance to a person as the person's principal residence in the State pursuant to a lease agreement of a term of one year or longer.  Tax credit applies to taxable years beginning after 12/31/2025.  Effective 7/1/2050.  (SD1)

RELATING TO SPORTS WAGERING.

Allows for the regulation of sports wagering by the Department of Business, Economic Development, and Tourism.  Establishes licensing requirements for sports wagering operators and sports wagering suppliers.  Specifies that sports wagering shall not be considered games of chance or gambling.  Establishes the Problem Gambling Prevention and Treatment Special Fund.  Appropriates funds.  Effective 7/1/2050.  (SD1)

      Status & Testimony

RELATING TO CANNABIS.

Establishes the Hawaii Cannabis and Hemp Office within the Department of Commerce and Consumer Affairs to regulate all aspects of the cannabis plant.  Beginning 1/1/2026, legalizes the personal adult use of cannabis.  Establishes taxes on the retail sale of adult-use cannabis and the sale of medical cannabis.  Adds new traffic offenses relating to the consumption or possession of marijuana or marijuana concentrate.  Makes conforming amendments related to the legalization of personal adult use of cannabis.  Beginning 1/1/2026, decriminalizes certain drug offenses related to marijuana and marijuana concentrate.  Transfers the personnel and assets of the Department of Health and assets of the Department of Agriculture relating to cannabis to the Hawaii Cannabis and Hemp Office.  Establishes various positions within state entities to regulate the personal adult use of cannabis.  Appropriates funds.  Effective 12/31/2050.
