Status

RELATING TO RESTORATION OF BEACH LANDS.

Proposed HD1:  Amends the definition of "beach restoration" to include activities undertaken to maintain and improve eroded beaches and degraded dune systems through the management of sand and native vegetation, place sand on an eroded beach, and remove abandoned remnant materials that pose a risk to public and ecosystem health. Appropriates funds for sand restoration and dune replenishment pilot projects. (PROPOSED HD1)

RELATING TO MARINE LIFE CONSERVATION DISTRICTS.

Requires the Department of Land and Natural Resources to establish and conduct the Marine Life Conservation District Carrying Capacity Program.  Requires the Department of Land and Natural Resources to submit a report to the Legislature and adopt administrative rules.  Appropriates funds.  Effective 7/1/2050.  (SD1)

Status

RELATING TO CAPITAL IMPROVEMENT PROJECTS AT STATE SMALL BOAT HARBORS AND STATE PARKS.

Authorizes the Department of Land and Natural Resources to engage in certain capital improvement project projects at state small boat harbors and state parks without prior approval from the Legislature and Governor for existing facilities.  Requires quarterly reports to the Legislature.  Sunsets 5 years after the measure's effective date.  Effective 1/1/2491.  (SD2)

RELATING TO HISTORIC PRESERVATION.

Amends the definition of "historic property" to require that the property meets the criteria for inclusion in the Hawaii Register of Historic Places or has important value to Native Hawaiians or other ethnic groups of the State due to associations with cultural practices once carried out, or still carried out, at the property or associations with traditional beliefs, events, or oral accounts that are important to history, traditional practices, and cultural identity.  (SD1)

RELATING TO A STATE HISTORIC PRESERVATION INCOME TAX CREDIT.

Reenacts the Historic Preservation Income Tax Credit.  Establishes an annual cap amount on the tax credit of $1,000,000.  Effective 7/1/2050.  Sunsets 12/31/2030.  (SD1)

RELATING TO ISLAND BURIAL COUNCILS.

Decreases the size of the Island Burial Councils from nine to seven members.  Removes the requirement for the councils to include members having development and large property owner interests.  (SD1)

Status

RELATING TO WILDLIFE CONSERVATION.

Increases penalties and fees for taking and killing indigenous species of aquatic life, wildlife, and land plants that are native to the State.  Designates penalties for the taking, harming, or killing of an Io (Hawaiian hawk). (SD1)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
