RELATING TO HAZARDOUS TREE REMOVAL. Appropriates funds for the assessment and removal of hazardous trees on state lands across Hawaii.

RELATING TO MAUNA KEA. Authorizes 2 or more members of the Mauna Kea Stewardship and Oversight Authority to meet during its transition period regarding any matter relating to the Authority's business; provided that no commitment to vote is made or sought and no decision-making action is taken.

RELATING TO STREAM MAINTENANCE. Clarifies that personal property stored in or near a public stream or tributary for a continuous period of more than twenty-four hours shall become abandoned property which the Department of Land and Natural Resources shall dispose of.

RELATING TO THE WAIAHOLE WATER SYSTEM. Appropriates funds for the Waiahole Water System for bond debt service and tunnel repair. Effective 7/1/3000. (HD1)

RELATING TO DECLARATION OF WATER SHORTAGE AND EMERGENCY. Amends the conditions, manner, and areas in which the Commission on Water Resource Management can declare and provide notice of water shortages and emergencies.

RELATING TO INTEGRATED LAND USE. Requires the Office of Planning and Sustainable Development to conduct an integrated land use study for the use of lands within the agricultural districts and submit interim and final reports to the Legislature.

RELATING TO DISASTER RECOVERY. Excludes from the definition of "development" for purposes of coastal zone management restrictions, the reconstruction, under certain circumstances, of structures destroyed in the August 8, 2023, wildfires in Lahaina, Maui.

RELATING TO OCEAN RECREATION MANAGEMENT. Establishes a standard of state waters within three thousand feet seaward of the base line of the territorial sea as ocean recreation management areas. Prohibits commercial activity in ocean recreation management areas, except by a commercial use permit.

RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES. Appropriates moneys to the Department of Land and Natural Resources for the establishment of one full-time equivalent (1.0 FTE) permanent Makai Watch Coordinator position.

RELATING TO COASTAL ZONE MANAGEMENT. Narrows the scope of the definition of the term "development" in coastal zone management law by excluding reconstruction of certain lawfully constructed structures impacted by certain events.

RELATING TO SMALL BOAT HARBORS. Increases harbor fees for commercial vessels. Requires that revenue from the fee increase be used by the Department of Land and Natural Resources for improvements that primarily benefit commercial vessels that utilize state small boat harbors. Authorizes the issuance of general obligation bonds with debt service to be paid from special funds, for repairs of various harbors. Appropriates funds.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
