RELATING TO THE HAWAII INVASIVE SPECIES COUNCIL. Appropriates funds for the Native Resources and Fire Protection Program and Hawaiʻi Invasive Species Council to ensure their long-term viability and continue to control and eradicate invasive species in the State.

RELATING TO INVASIVE SPECIES. Appropriates funds to support the efforts of the Division of Aquatic Resources in the removal of the majano anemone from Kaneohe Bay.

RELATING TO CONSERVATION ENFORCEMENT. Appropriates funds for equipment for the Oahu Branch of the Division of Conservation and Resources Enforcement of the Department of Land and Natural Resources.

RELATING TO WATER USE. Authorizes the Commission on Water Resource Management, as a condition for issuing permits, to require the use of dual line water supply systems in new residential and mixed-use developments located in designated water management areas. Authorizes those residential and mixed-use developments to be included in irrigation projects, as defined in chapter 167, HRS. Authorizes the Board of Agriculture to investigate and survey the availability of nonpotable water. Requires the Department of Health, Board of Agriculture, and the counties to update their rules, ordinances, to allow dual line water supply systems in residential and mixed-use developments.

RELATING TO LAND USE. Temporarily allows each county, by resolution of its county council, to petition for the redistricting of land from an agricultural district to a rural district through the Land Use Commission's declaratory ruling process. Effective 7/1/2026. Sunsets 6/30/2029.

RELATING TO AGRICULTURAL LAND CONVEYANCE TAX. Establishes a surcharge on the conveyance tax upon the net capital gain from the transfer or conveyance of agricultural land.

RELATING TO LAND COURT. Repeals the Land Court. Requires registered owners of an interest in property registered in land court to deregister their interest. Requires the land court to inform registered owners of the requirement to deregister. Appropriates moneys.

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY. Authorizes the Hawaii Community Development Authority to cooperate with or assist public and private sector entities to engage in projects that improve the State. Establishes the transit-oriented development infrastructure improvement program. Repeals the transit-oriented development infrastructure improvement district and board, under chapter 206E, part X, HRS. Makes additional consistent revisions to chapter 206E.

RELATING TO CRITICAL INFRASTRUCTURE. Enhances sharing of critical infrastructure information between infrastructure owners and operators and the state government. Defines and protects "critical infrastructure information" that is crucial for direct support of the security and resilience of the State. Provides homeland security partners with reassurance that their proprietary information provided to the state government will be protected from disclosure.

RELATING TO THE WAIAKEA COMMUNITY DEVELOPMENT DISTRICT. Establishes the Waiakea Peninsula Community Development District. Provides for the transfer of land and leases within the Waiakea Peninsula Community Development District from the Department of Land and Natural Resources to the Hawaii Community Development Authority.

RELATING TO SPORTS FACILITIES. Lapses appropriations of general obligation bond funds previously authorized for the planning, design, and construction of a stadium in Halawa by the Stadium Authority. Transfers certain special fund moneys earmarked for the development of a new stadium in Halawa to the general fund. Authorizes the issuance of general obligation bonds for a new stadium on the University of Hawaii at Manoa campus. Renames the Stadium Authority as the Halawa Redevelopment Authority and the Stadium Development District as the Halawa Redevelopment District. Amends the powers and duties of the Halawa Redevelopment Authority.

RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES. Beginning 1/1/2026, requires rental watercraft to be registered and numbered with the Department of Land and Natural Resources before being provided or offered to be used by the public for transiting the navigable waters of a state park.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
