RELATING TO THE LAND CONSERVATION FUND.

Restores the amount of conveyance tax revenues to be paid into the Land Conservation Fund to ten per cent of conveyance taxes collected each fiscal year.

RELATING TO TRANSIT-ORIENTED DEVELOPMENT.

Requires the Hawaii Community Development Authority to prepare environmental impact statements for the Iwilei/Kapalama and University of Hawaii West Oahu transit-oriented development infrastructure improvement districts on the island of Oahu.  Effective 7/1/3000.  (HD1)

RELATING TO WASTE OR DISPOSAL FACILITIES.

Prohibits the construction, modification, or expansion of any waste or disposal facility on land that is near or above a significant aquifer as determined by the Department of Health.  Effective 7/1/3000.  (HD1)

RELATING TO WASTEWATER MANAGEMENT.

Clarifies the exemptions to the prohibition on discharging any wastewater or raw sewage into state waters after December 31, 2026, including an exemption for treatment plants having a treatment capacity of less than a certain number of gallons per day.  Effective 7/1/3000.  (HD1)

RELATING TO WASTEWATER.

Allows an individual wastewater system to serve up to five bedrooms, regardless of the number of dwelling units or accessory units, whether attached or detached, with certain exclusions.  Effective 7/1/3000.  (HD1)

RELATING TO PUBLIC LANDS.

Provides that a survey of the land to be set aside shall not be a condition precedent to the setting aside of public lands to any department or agency of the State.

RELATING TO HISTORIC PRESERVATION.

Creates a process for expediting the review of majority residential mixed-use transit-oriented development, or residential transit-oriented development, on certain parcels within county-designated transit-oriented development zones that have a low risk of affecting historically significant resources.  Authorizes lead agencies, including county governments, to make determinations on the potential effects of a project.  Creates a ninety-day limit, or thirty-day if no historic property is to be affected, to concur or not concur with project effect determinations.  Exempts projects with written concurrence from further review unless there is a change to the project or additional historic properties, aviation artifacts, or burial sites are identified within the project area.  Effective 7/1/3000.  (HD1)

RELATING TO HISTORIC PRESERVATION REVIEWS.

Requires the Department of Land and Natural Resources to contract its review of proposed state projects, projects on privately owned historic property, and projects affecting historic properties to third-party consultants if the Department is unable to complete its review within sixty days.  Authorizes the Department to assess the cost of the third-party consultant to the project proponent.  Effective 7/1/3000.  (HD1)

RELATING TO HISTORIC PRESERVATION REVIEWS OF STATE AFFORDABLE HOUSING PROJECTS.

Requires the Department of Land and Natural Resources to determine the effect of any proposed State affordable housing project within ninety days of a request for determination.  Sets forth the historic review requirements based on the project area's known historic, cultural, and archaeological resources.  Effective 7/1/3000.  (HD1)

RELATING TO WASTEWATER SYSTEMS.

Requires the Department of Health, in consultation with various agencies and professionals, to review rules and practices and propose changes that have the potential to make wastewater systems and cesspool upgrades more affordable without compromising water quality.  Appropriates funds.  Effective 7/1/3000.  (HD1)

RELATING TO THE ENVIRONMENT.

Requires newly installed or modified individual wastewater systems that are near the shoreline, or likely to pollute groundwater, to include denitrification capacity.  Effective 7/1/3000.  (HD1)

RELATING TO THE KEAUHOU AQUIFER SYSTEM.

Establishes and appropriates funds for the Keauhou Aquifer System Monitoring Pilot Project within the Department of Land and Natural Resources.  Appropriates funds for the installation of two monitoring wells in the Keauhou Aquifer System.  Requires reports to the Legislature.  Effective 7/1/3000.  (HD1)

Status

RELATING TO GOVERNMENT.

Provides for the transfer of certain parcels in the Liliha Civic Center area and Iwilei Fire Station area from various state agencies to the City and County of Honolulu.  Provides for the transfer of the parcel of land on which Alii Place is sited from the City and County of Honolulu to the State.  Repeals the sunset provision of Act 4, SLH 2024.  Requires the City and County of Honolulu to accept the properties transferred in satisfaction of all amounts owed by Hawaii Housing Finance and Development Corporation under the Kapolei roadways, drainage, and sewer settlement.  Exempts the land transferred from the definition of public lands for purposes of chapter 171, HRS.

Authorizes the Board of Land and Natural Resources to issue interim rules regarding commercial and recreational use of water sports equipment.

Authorizes 2 or more members of the Mauna Kea Stewardship and Oversight Authority to meet during its transition period regarding any matter relating to the Authority's business; provided that no commitment to vote is made or sought and no decision-making action is taken.
