RELATING TO THE STATE BUDGET.

Appropriates moneys to the Department of Budget and Finance for fiscal year 2026 to increase the mass transit special fund expenditure ceiling.  Effective 7/1/2050.  (SD2)

Status

RELATING TO THE DRUG AND ALCOHOL TOXICOLOGY TESTING LABORATORY.

Extends the lapse date for funds appropriated out of the Drug and Alcohol Toxicology Testing Laboratory Special Fund for fiscal years 2023-2024 and 2024-2025 for the establishment and maintenance of a drug and alcohol toxicology testing laboratory.  (SD2)

Status

RELATING TO TRANSPORTATION.

Establishes buffer zones that ban street parking within certain distances of crosswalks under certain posted speed limits.  Authorizes the enforcement of prohibited parking regardless of signage or curb markings.  Specifies that signs or curb marking shall not be required to restrict parking within twenty feet of a crosswalk or intersection.  Designates exemptions.  (SD1)

RELATING TO AIR CARRIERS.

Establishes within the Department of Transportation the Molokai Air Carrier Subsidy Program to provide subsidies to airlines operating out of Molokai Airport.  Appropriates moneys.  Effective 7/1/2050.  (SD2)

Status

RELATING TO PEDESTRIANS.

Authorizes pedestrians to act contrary to the statewide traffic code when a reasonably careful pedestrian would determine that there is no immediate danger of a collision with a moving vehicle if the pedestrian is more than 200 feet from a crosswalk.  Requires a driver of a vehicle to yield to a pedestrian when the pedestrian clearly indicates their intention to cross a roadway within a crosswalk.  Effective 7/1/2050.  (SD1)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
