RELATING TO CENTRAL SERVICES ASSESSMENT. Amends the transfer of funds for central service expenses from the State Highway Fund, Airport Revenue Fund, and Harbor Special Fund by: (1) limiting the deduction to five per cent of all receipts and deposits in the fund, or $5,000,000, whichever is less, and (2) creating a process to deduct additional amounts based on the Consumer Price Index.

RELATING TO HIGHWAY REVENUE BONDS. Restores the revenue bond authorization for the Department of Transportation to issue Highway Revenue Bonds for highway capital improvement projects authorized in Act 164, Session Laws of Hawaii (SLH) 2023, as amended by Act 230, SLH 2024. Effective upon approval.

RELATING TO PEDESTRIAN SAFETY. Prohibits pedestrians from walking along the roadway of an interstate highway, an auxiliary interstate highway, or certain state highways except while conducting authorized first responder duties or highway maintenance duties.

RELATING TO MOTORCYCLE INSTRUCTION PERMITS. Starting on July 1, 2026, requires all applicants for a motorcycle instruction permit to successfully complete a basic motorcycle rider course approved by the Department of Trnasportation before becoming eligible for the permit.

RELATING TO TWO-WHEELED MOTORIZED VEHICLES. Requires all operators and passengers of two-wheeled motorized vehicles to wear safety helmets with securely fastened chin straps while operating two-wheeled motorized vehicles on highways, streets, roadways, or any other public property in the State. Defines "two-wheeled motorized vehicles".

RELATING TO HIGHWAY SAFETY. Amends the offense of negligent injury in the first degree to include injuries negligently inflicted by intoxicated drivers.

RELATING TO USE OF INTOXICANTS WHILE OPERATING A VEHICLE. Lowers the blood alcohol content threshold for driving while under the influence of alcohol from .08 to .05 or more grams of alcohol to reduce impaired driving and fatal crashes.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
