Status

RELATING TO VEHICLE TITLES.

Reduces the period in which a transferee is required to forward the certificate of ownership to the director of finance when a title of vehicle is transferred from thirty days to fourteen days.  Allows a letter of attestation to the Director of Finance to act as an endorsed certificate for motor vehicle transfer.

RELATING TO MOTOR VEHICLES.

Limits the required payment of certain unpaid motor vehicle taxes and fees and accompanying financial penalties to those incurred during the most recent 5 consecutive years of delinquency.

RELATING TO MOTOR VEHICLE SUN SCREENING DEVICES.

Exempts from restrictions on light transmittance percentages, up to a certain percent, of certain motor vehicle sun screening devices for persons having light sensitivity of the eyes due to a medical condition.

RELATING TO WINDSHIELD TINTING.

Lowers the level of light transmittance allowed on sun screening glazing on motor vehicle windows from thirty-five per cent to twenty per cent.

RELATING TO LICENSE PLATES.

Prohibits the operation of a motor vehicle with, possession, purchase, installation, sale, offer for sale, or distribution of license plate flipping devices.  Establishes a $2,000 fine for each separate violation.

RELATING TO LICENSE PLATES.

Authorizes the counties to adopt rules for the use of electronic license plates.  Prohibits the use of license plate flipping devices.  Establishes minimum fines for intentionally obscuring a license plate with a cover or shield.

RELATING TO INSURANCE.

Imposes insurance coverage as a prerequisite for the operation of electric bicycles in the State.  Establishes a regulatory framework for electric bicycle insurance.  Effective 1/1/2026.

Increases the fines for violating motor vehicle insurance requirements.

RELATING TO ELECTRIC BICYCLES.

Requires operators of low-speed electronic bicycles to possess a valid driver's license, instruction permit, or provisional license.

RELATING TO TRANSPORTATION.

Requires the Civil Rights Commission to receive and investigate complaints related to acts of discrimination committed by transportation network company drivers against riders with service animals and report the results of its investigation to the Department of Transportation, which shall issue penalties to transportation network companies.

Status

RELATING TO NOISE POLLUTION.

Establishes a private right of action for any person aggrieved by a violation of the Federal Aviation Act and existing federal laws to bring a civil action against the owner or operator of the helicopter in violation and collect damages and litigation costs.

RELATING TO TAXATION.

Authorizes a tax credit for businesses that pay the public transportation costs of employees.  Applies to counties having populations of 700,000 or more.  Applies for taxable years beginning after 12/31/2024 but not beginning after 12/31/2029.  Requires reports to the Legislature.

Status

RELATING TO TRANSPORTATION.

Allows authorized employees of the Department of Transportation and Department of Law Enforcement to inspect and provide a certificate of certain evidence of speed limit violations obtained by automated speed enforcement systems.  Appropriates funds to the Department of Transportation to establish and implement the automated speed enforcement systems program.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
