RELATING TO MOTOR VEHICLES. Increases the penalty for a third or subsequent offense within five years of excessive speeding to a misdemeanor with a mandatory minimum jail sentence of thirty days. Authorizes the court, as part of the person's sentencing for the third or subsequent offense, to order that the vehicle used by the person in the commission of the offense be subject to forfeiture. Effective 7/1/3000. (HD2)

RELATING TO HIGHWAY SAFETY. Requires all skateboard users under the age of sixteen to wear a helmet while operating a skateboard. Effective 7/1/3000. (HD1)

RELATING TO TRAFFIC SAFETY. Authorizes the State to prioritize the installation of photo red light imaging detector systems in school zones if the State establishes a photo red light imaging detector system. Requires a certain percentage of fines collected for disregarding a steady red signal pursuant to a photo red light imaging detector system installed in a school zone to be deposited into the Safe Routes to School Program Special Fund, capped at an unspecified amount each year. Requires the Department of Transportation to consult with the Department of Education in determining which school zones to install a photo red light imaging system. Effective 7/1/3000. (HD1)

RELATING TO AUTOMATED SPEED ENFORCEMENT SYSTEMS PROGRAM. Appropriates funds out of the State Highway Fund for deposit into the Automated Speed Enforcement Systems Program Special Fund and appropriates funds out of the Automated Speed Enforcement Systems Program Special Fund for fiscal year 2025-2026. Effective 7/1/3000. (HD1)

RELATING TO TRAFFIC SAFETY. Requires the Department of Transportation to expand the use of photo red light imaging detector systems and automated speed enforcement systems to locations on the North Shore of Oahu. Effective 7/1/3000. (HD1)

RELATING TO HIGHWAY REVENUE BONDS. Restores the revenue bond authorization for the Department of Transportation to issue Highway Revenue Bonds for highway capital improvement projects authorized in Act 164, SLH 2023, as amended by Act 230, SLH 2024. Effective 7/1/3000. (HD1)

RELATING TO COMMERCIAL HARBORS. Requires masters or persons in charge of vessels to follow an order by a harbor master to evacuate a commercial harbor in emergencies. Establishes higher penalties for noncompliance. Requires fines collected for violations to be paid into the Harbor Special Fund. Effective 7/1/3000. (HD2)

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY. Authorizes the Hawaii Community Development Authority to cooperate with or assist public and private sector entities to engage in projects that improve the State. Establishes the transit-oriented development infrastructure improvement program under the Hawaii Community Development Authority. Repeals the transit-oriented development infrastructure improvement district and board. Effective 7/1/3000. (HD2)
