Establishes the Hawaii Leadership Awards Program to honor individuals who have made considerable and outstanding contributions to Hawaii and serve as inspirations to others.

RELATING TO THE HAWAII SYMPHONY ORCHESTRA.

Designates the Hawaii Symphony Orchestra as the State of Hawaii Symphony Orchestra.  Requires annual reports to the Legislature.  Appropriates moneys.

RELATING TO HAWAII-JAPAN PACIFIC PEACE MONUMENT.

Establishes a Hawaii-Japan Pacific Peace Monument to be developed by the State Foundation on Culture and appropriate stakeholders representing Hawaii and Japan.  Appropriates funds.

RELATING TO THE STATE FOUNDATION ON CULTURE AND THE ARTS.

Establishes the Performing Arts Grants Program to support performing arts in the State.  Clarifies the scope of the State Foundation on Culture and the Arts' responsibilities to include the coordination, planning, promotion, marketing, and execution of performing arts events.  Allows the use of moneys from the Works of Art Special Fund for performing arts.  Appropriates funds to provide grants under the Performing Arts Grants Program.

RELATING TO TRANSPORTATION.

Requires the Air Carrier Commission to enter into a contract with a qualified charter air service provider to secure emergency air transportation services in cases of emergency when no other air service is available.  Establishes the Air Noise and Safety Task Force.  Establishes the Airports Advisory Council.  Authorizes the Department of Transportation to adopt administrative rules to designate an airport security area within an airport property.  Establishes positions.  Requires a report to the Legislature.  Appropriates funds.  (SD1)

Requires the Director of Transportation to adopt rules that require tour aircraft operators to carry aircraft liability insurance coverage.

RELATING TO HIGHWAY REVENUE BONDS.

Restores the revenue bond authorization for the Department of Transportation to issue Highway Revenue Bonds for highway capital improvement projects authorized in Act 164, Session Laws of Hawaii (SLH) 2023, as amended by Act 230, SLH 2024.  Effective upon approval.

      Status & Testimony

RELATING TO TRANSPORTATION.

Increases the caps for the total contract value for any one Capital Advancement Contract (CAC) and the total aggregate value of CACs in a fiscal year entered into by the Department of Transportation with private parties for harbor improvements.  Requires reports to the Legislature from the DOT.

      Status & Testimony

RELATING TO ABOLITION OF JOINT AND SEVERAL LIABILITY FOR GOVERNMENT ENTITIES IN HIGHWAY-RELATED CIVIL ACTIONS.

Amends sections 663-10.5 and 663-10.9, HRS, to abolish joint and several liability for government entities in claims and cases relating to the maintenance and design of highways under chapter 663, HRS, so that government entities would be liable only for the percentage share of the damages actually attributable to them.

      Status & Testimony

RELATING TO VEHICLES.

Allows all-terrain vehicle to drive on streets with posted speed limits of not more than forty-five miles per hour.  Allows all-terrain vehicles to drive in the evening and night if they are equipped with headlights, tail lights, and while displaying a slow moving vehicle emblem.  Allows drivers of all-terrain vehicles to wear a safety helmet with a securely fastened chin strap.  Includes in the definition of "utility-terrain vehicle" a motor vehicle that accommodates one driver and one passenger sitting side-by-side, and up to six people in seat belts.

      Status & Testimony

RELATING TO TRAFFIC VIOLATIONS.

Limits moving violations arising from the operation of a motor vehicle that appear on traffic abstracts to those that resulted in convictions.  Requires the Traffic and Emergency Period Violations Bureaus to remove all alleged moving violations not resulting in a conviction from certified abstracts.  Appropriates moneys.

      Status & Testimony

RELATING TO PARKING FOR DISABLED PERSONS.

Authorizes each county to enact ordinances to enforce the design and construction requirements for the provision of accessible parking spaces, including the establishment of penalties for failure to comply with the ordinances.

RELATING TO ROADS.

Allows for a percentage of general excise and fuel taxes generated by the counties to be used for maintenance of private roadways that are open to the public.

RELATING TO TRANSPORTATION.

Requires each county, in collaboration with the Department of Transportation to establish a Summer Streets Pilot Program that closes vehicular traffic and repurposes roads for pedestrian and cyclist use, outdoor events, and other community-driven activities.  Requires each county to submit an initial proposal to the Director of Transportation.  Appropriates funds.

SB 1658

      Status & Testimony

RELATING TO TRAFFIC.

Transfers to the Department of Transportation 100% of the proceeds of the fines and forfeitures collected for uncontested traffic infractions committed within any county having a population of more than 150,000 but less than 175,000.  Requires the proceeds to be deposited into a new county progress subaccount of the state highway fund, from which the Department shall allocate moneys for the Lahaina bypass north project, and subsequently for state-designated critical highway projects within the county in which the uncontested traffic infractions were committed.

SB 1659

      Status & Testimony

RELATING TO THE LAHAINA BYPASS.

Adds a special assessment to the Rental Motor Vehicle Surcharge Tax, sunsetting in 10 years, to fund revenue bonds for the Lahaina Bypass North.  Includes payment of principal and interest of revenue bonds for the construction, operation, and maintenance costs of the Lahaina Bypass North as a permissible use of the State Highway Fund.  Authorizes the issuance of general obligation and revenue bonds to fund the Lahaina Bypass North.  Authorizes public-private partnership agreements for the construction, operation, maintenance, and repair of the Lahaina Bypass North.  Directs transient accommodations taxes collected from West Maui transient accommodations to fund the Lahaina Bypass North.
