RELATING TO WATER CARRIERS. Establishes a Water Carrier Inflationary Cost Index Mechanism. Authorizes the Public Utilities Commission to grant exemptions to any water carrier from any requirement under the Hawaii Water Carrier Act. Defines "automatic adjustment mechanism".

RELATING TO COMMERCIAL HARBORS. Specifically requires masters or persons in charge of vessels to follow an order by a harbor master to evacuate a commercial harbor in emergencies. Establishes higher penalties for noncompliance. Amends section 266-19(a) to include fines collected for violations of this section as moneys to be paid into the Special Harbor Fund.

RELATING TO VESSELS. Authorizes the Director of Transportation to adopt rules that regulate and limit noise from vessels using the commercial harbors, ports, roadsteads, docks, wharves, piers, quays, bulkheads, and landings of the State.

RELATING TO SPECIAL FACILITY REVENUE BONDS. Amends section 266-52, HRS, to increase the total principal amount of special facility revenue bonds that may be issued by the Department of Transportation for harbor improvements.

RELATING TO CENTRAL SERVICES ASSESSMENT. Amends the transfer of funds for central service expenses from the State Highway Fund, Airport Revenue Fund, and Harbor Special Fund by: (1) limiting the deduction to five per cent of all receipts and deposits in the fund, or $5,000,000, whichever is less, and (2) creating a process to deduct additional amounts based on the Consumer Price Index

RELATING TO VESSELS IN STATE COMMERCIAL HARBORS. Clarifies that the requirements for the securing of mooring lines in state commercial harbors shall not apply to certain vessels.

RELATING TO VEHICLE TITLE TRANSFERS. Clarifies that a transferor shall not be liable for any violation resulting from the operation of a transferred vehicle if the transferor complies with the portions of the statute requiring action on the transferor's part.

RELATING TO TRANSPORTATION. Requires the Department of Transportation or appropriate county department when disposing of a deceased cat or dog from a public roadway to scan the animal for a microchip, record certain information, and report that information to the appropriate county animal services or animal service contractors. Appropriates funds.

RELATING TO TRANSPORTATION. Allows service and non-service pet animals on mass transit vehicles under certain conditions.

RELATING TO LICENSE PLATES. Prohibits the operation of a motor vehicle with, possession, purchase, installation, sale, offer for sale, or distribution of license plate flipping devices. Establishes a $2,000 fine for each separate violation.

RELATING TO VICTIM RESTITUTION. Requires, when a defendant is convicted of negligent homicide in the first degree for causing the death of another while driving under the influence of drugs or alcohol, that victim restitution shall include financial support to raise the decedent's surviving minor children until each child reaches the age of eighteen, or until the age of twenty-three for any child who enrolls full-time in a college, university, vocational school, or trade school, in an amount to be determined by the court and to be paid to the person responsible for raising the children.

RELATING TO ADMINISTRATIVE DRIVERS LICENSE REVOCATION. Extends the time restriction in which the Hawaii Administrative Drivers License Revocation Office is required to issue a written review decision of a notice of administrative revocation of a person's driver license.

RELATING TO HIGHWAY SAFETY. Establishes the offense of operating a vehicle while impaired and penalties. Authorizes the Department of Transportation to take administrative action. Prohibits plea deals allowing a person charged with operating a vehicle under the influence of an intoxicant to plea down to a lesser charge of operating a vehicle while impaired.

RELATING TO TRANSPORTATION. Transfers the jurisdiction of the Motor Carrier Law from the Public Utilities Commission to the Department of Transportation. Transfers the jurisdiction of the Water Carrier Act from the Public Utilities Commission to the Department of Transportation. Makes conforming amendments. Appropriates funds. Effective 7/1/2027.
