RELATING TO UNCREWED AIRCRAFT OFFENSES. Increases the penalty for using an uncrewed aircraft in the furtherance of the commission of a felony.

RELATING TO CAMPAIGN FINANCE. Amends the prohibition against foreign nationals and foreign corporations making campaign finance contributions and expenditures. Requires every business entity that contributes or expends funds in a state election to file a statement of certification regarding its limited foreign influence. Requires noncandidate committees making only independent expenditures to obtain a statement of certification from each top contributor required to be listed in an advertisement.

RELATING TO CONSUMER PROTECTION. Prohibits the sale of tickets at higher price than the original price charged by the primary venue ticket provider. Repeals provisions relating to ticket brokers.

RELATING TO HIGHWAY SAFETY. Requires all skateboard users under the age of sixteen to wear a helmet while operating a skateboard.

RELATING TO PEDESTRIANS. Authorizes pedestrians to act contrary to the statewide traffic code when a reasonably careful pedestrian would determine that there is no immediate danger of a collision with a moving vehicle.

RELATING TO PARKING. Establishes a state accessible parking space enforcement fine for parking in parking spaces reserved for persons with disabilities or electric vehicles. Increases the fines for any person who parks a non-electric vehicle in a space designated and marked as reserved for electric vehicles. Requires the fine to be deposited into the state general fund.

RELATING TO VEHICLE TITLES. Reduces the period in which a transferee is required to forward the certificate of ownership to the director of finance when a title of vehicle is transferred from thirty days to fourteen days. Allows a letter of attestation to the Director of Finance to act as an endorsed certificate for motor vehicle transfer.

RELATING TO LICENSE PLATES. Removes the decal size restrictions for special number plates.

RELATING TO TOWING COMPANIES. Changes the fees that a towing company may charge to tow vehicles left unattended on private and public property. Allows a towing company or parking management company to charge a fee for the placement or removal of vehicle immobilization devices. Requires that fees for the placement or removal of vehicle immobilization devices be accepted from a vehicle owner in cash, or by credit card or debit card, and a vehicle owner shall not be directed to use an on-site automated teller machine in lieu of making payment by credit card or debit card.

RELATING TO TRANSPORTATION. Renames the Electric Bicycle and Electric Moped Rebate Program to the Electric Mobility Rebate Program. Expands eligibility and amends the maximum rebate amounts. Prohibits individuals under fifteen years of age from riding electric bicycles. Amends the age requirement for helmet use from sixteen to eighteen years of age. Allows use of electric bicycles on public sidewalks, subject to certain conditions. Authorizes rather than requires that mopeds use bicycle lanes. Establishes rules for electric bicycle operation. Changes the term "motor scooter" to "motor-driven vehicle". Appropriates funds.

RELATING TO TRANSPORTATION. Prohibits the issuance of a certificate of inspection for a moped or motor vehicle that has been altered, installed, or otherwise modified in any way which will noticeably increase the noise emitted by the motor vehicle or moped above that emitted by the motor vehicle or moped as equipped from the factory.

RELATING TO MOPEDS. Requires all moped drivers to wear a safety helmet when driving a moped, regardless of age.

RELATING TO VEHICLE SAFETY. Creates additional fines for any individual found operating a vehicle or moped without a current certificate of inspection.
