RELATING TO EDUCATION. Authorizes the Department of Education to establish a program to award high school diplomas to persons who did not receive a diploma as a result of compulsory or voluntary induction into the armed services and persons whose high school education was interrupted due to wartime practices during World War II, the Korean War, or the Vietnam War. Effective 7/1/3000. (HD1)

RELATING TO FIREFIGHTING AT COMMERCIAL HARBORS. Limits civil liability of individuals who render firefighting services with a firefighting vessel at any of the State's commercial harbors or roadsteads, any commercial harbor or waterfront improvement belonging to or controlled by the State, or any vessel within a commercial harbor or roadstead to only damages resulting from an individual's gross negligence or wanton acts or omissions. Effective 7/1/3000. (HD1)

RELATING TO COMMERCIAL HARBORS. Requires masters or persons in charge of vessels to follow an order by a harbor master to evacuate a commercial harbor in emergencies. Establishes higher penalties for noncompliance. Includes fines collected for violations to be paid into the Harbor Special Fund. Effective 7/1/3000. (HD1)

RELATING TO THE EMERGENCY AND BUDGET RESERVE FUND. Adds, as an allowable use of the Emergency and Budget Reserve Fund, economic payments to certain residents who have incurred losses in a disaster for which the Governor has declared a state of emergency.

RELATING TO THE MAJOR DISASTER FUND. Establishes timely notice and reporting requirements to the Legislature by the Governor regarding the transfer of appropriations to the major disaster fund.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
