RELATING TO COLLECTIVE BARGAINING IN PUBLIC EMPLOYMENT. Clarifies that the Hawaii Labor Relations Board has the authority to enforce its own orders issued pursuant to state law governing collective bargaining in public employment, in addition to discretion to seek judicial enforcement of its orders under the Hawaii Employment Relations Act. Effective 7/1/2050. (SD1)

RELATING TO INTERNSHIPS. Permits the Department of Labor and Industrial Relations to enter into contracts with eligible employers or registered apprenticeship programs in the private sector to provide on-the-job training to eligible interns. Requires the Department of Labor and Industrial Relations to collaborate with the Department of Human Resources Development for certain portions of the on-the-job-training work experience program. Provides that the State shall be the responsible employer for purposes of workers' compensation coverage for students or recent graduates in the on-the-job-training work experience program, subject to certain limitations. RELATING TO SKILLS-BASED HIRING. Prohibits the State or any of its departments, agencies, or political subdivisions from requiring a bachelor's degree as a condition of eligibility for hire to a position in state or county employment. Establishes exemptions. (SD2)

RELATING TO A DEPARTMENT OF HEALTH PILOT PROGRAM. Establishes a hiring pilot program within the Department of Health, which includes an amended hiring procedure for delegated position classifications, certain flexibilities regarding minimum qualifications for positions having a salary range at or below SR-10, the ability to directly hire certain individuals into a civil service position if certain conditions are met, and the authority to make certain temporary appointments at the merited civil service pay scale without step limitation. Applies to recruitments initiated before 7/1/2028. Requires annual reports to the Legislature.

RELATING TO TOURISM. Exempts all positions filled by the Hawaii Tourism Authority within the Department of Business, Economic Development, and Tourism from the state civil service law. Amends the definition of "convention center facility" for purposes of chapter 201B, HRS, to clarify that the facilities must reflect a Hawaii sense of place. Designates the Board of Directors of the Hawaii Tourism Authority as an advisory board. Amends the eligibility requirements to serve on the Hawaii Tourism Authority board of directors by repealing the two-year waiting period for former Hawaii Visitors and Convention Bureau board members. Effective 7/1/2050. (HD1)

RELATING TO THE BOARD OF EDUCATION. Establishes an Audit Office within the Board of Education to audit operations and expenditures of the Department of Education. Exempts positions within the Audit Office from civil service law. Requires annual reports to the Governor and Director of Finance. Authorizes the Legislature to request a copy of the annual reports. Establishes six full-time equivalent (6.0 FTE) positions within the Audit Office. Appropriates funds. Effective 7/1/3000. (HD1)

RELATING TO VESSELS IN STATE COMMERCIAL HARBORS. Clarifies that the requirements for the securing of mooring lines in state commercial harbors shall not apply to certain vessels. (HD1)

DECISION MAKING
The following measure(s) were previously heard on March 11, 2025. No public testimony will be accepted.
RELATING TO GOVERNMENT. Allows a retirant to be employed without reenrollment in the Employees' Retirement System (ERS) and without loss or interruption of benefits provided by the ERS or under Chapter 88, HRS, if the retirant is employed as an investigator in a position identified by the Department of the Attorney General or Department of Law Enforcement or an excluded management position of any department as a labor shortage, a difficult-to-fill position, or needed for succession planning, subject to certain conditions. Requires the Director of Human Resources of the appropriate state jurisdiction or the human resources management chief executive of each county to include in their annual reports to the Legislature, details on the employment of retirants as investigators pursuant to this measure. Effective 7/1/2050. (SD1)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
