RELATING TO PLANS.

Removes outdated requirements for plans filed with the registrar's office; updates the statutory fee schedule to reflect those adopted in chapter 40 of title 3, HAR; grants additional discretion to the Department of Accounting and General Services to approve the format of plans; and updates permissible drawing scales used in plans.

RELATING TO PUBLIC EMPLOYEE COMPENSATION.

Repeals payroll day for public officers and employees by requiring them to be paid pursuant to a predicted payroll schedule, rather than an after-the-fact payroll schedule.  Provides that the predicted payroll schedule shall not be subject to negotiation under Chapter 89, HRS.  Makes appropriations to establish 6 full-time equivalent positions and to cover the costs of converting to a predicted payroll schedule for 2025-2027.

RELATING TO RETIRANTS.

Allows a retirant to be employed without reenrollment in the Employees' Retirement System and without loss or interruption of retirement benefits if the retirant is employed as an investigator in a position identified by the Department of Law Enforcement or Department of the Attorney General as a labor shortage or difficult—to-fill position, subject to certain conditions.  Requires the director of human resources of the appropriate state jurisdiction to include in the director's annual report to the Legislature, details on the employment of retirants as investigators.

RELATING TO GOVERNMENT.

Allows a retirant to be employed without reenrollment in the Employees' Retirement System and without loss or interruption of retirement benefits if the retirant is employed as a school resource officer or investigator in positions identified by the Department of Education or the Department of the Attorney General, respectively, as a labor shortage or difficult-to-fill positions, subject to certain conditions.  Requires the Director of Human Resources of the appropriate state jurisdiction or the human resources management chief executive of each county to include in their annual reports to the Legislature, details on the employment of retirants as school resource officers or investigators.

RELATING TO RETIRED TEACHERS.

Repeals the provision prohibiting retirants to be rehired as teachers or administrators in teacher shortage areas or in hard-to-fill positions within twelve calendar months of leaving employment with the State or a county.  Prohibits rehired retirants from receiving additional employment benefits.  Directs the Department of Education to adopt rules to identify teacher shortage areas and hard-to-fill positions.  Effective 7/1/3000.  (HD1)

RELATING TO DEPARTMENTAL DATA SHARING.

Adds the Department of Taxation to the list of state agencies sharing data through the statewide longitudinal data system. Allows the Department of Taxation to provide the University of Hawaii and other state agencies certain wage data.  Effective 7/1/3000.  (HD1)

RELATING TO TAX ADMINISTRATION.

Permanently exempts the software developer supervisor in the Department of Taxation and the data privacy officer and tax business analysts in the Director's office of the Department from civil service.

RELATING TO THE HAWAII EMPLOYMENT SECURITY LAW.

Repeals the definition for "registered for work" or "registration for work" and repeals the requirement to post work availability online.  Amends the qualifications for unemployed individuals who are able to receive certain unemployment benefits.  Beginning 4/1/2027, permits electronic notification of determinations or redeterminations of unemployment claims.  Removes language that limited an individual's ability to change a previously elected withholding status only once during a benefit year.

RELATING TO EARLY CHILD INTERVENTION.

Requires the Department of Human Resources Development to reclassify certain early intervention specialist positions within the Early Childhood Services Unit in the Department of Health.  Appropriates funds for the reclassification of certain positions and establishment of new positions within the Early Childhood Services Unit.  Effective 7/1/3000. RELATING TO CHILD PERFORMERS.

Requires a parent or legal guardian of a minor in theatrical employment to establish a trust account for the minor with an independent third-party trustee .  Requires the employer of a minor in theatrical employment to deposit a portion of the minor's earnings into the trust account until the child becomes an adult.  Clarifies that theatrical employment, as used in the State's child labor law, includes gainful occupation as a social media influencer.  Effective 7/1/3000.  (HD1)

RELATING TO EMPLOYMENT.

Amends the definition of "employer" in state law that governs payment of wages and other compensation to include the State and counties when a provision in that law has no comparable provision in state law that governs public officers and employees.

RELATING TO COLLECTIVE BARGAINING.

Repeals the prohibition placed on certain employees exempt from civil service law from grieving a suspension or discharge.  Allows any employee who is a member of an appropriate bargaining unit to grieve a suspension or discharge.

RELATING TO THE HAWAII EMERGENCY MANAGEMENT AGENCY.

Converts the Emergency Management Specialist series positions at level V and higher in the Hawaii Emergency Management Agency from civil service status to exempt status.  Effective 7/1/3000.  (HD1)

Allows the Department of Land and Natural Resources to employ both civil service and non-civil service professional and technical staff in its State Historic Preservation Program.  Effective 7/1/3000.  (HD1)

RELATING TO HOUSING.

Requires the Hawaii Housing Finance and Development Corporation to establish a Government Employee Housing Revolving Fund Program and Government Employee Ninety-Nine Year Leasehold Rent-to-Own Program.  Establishes the Government Employee Housing Revolving Fund.  Appropriates funds.  Effective 7/1/3000.  (HD1)

Status

RELATING TO APPROPRIATIONS.

Prohibits the transfer of funds appropriated for positions to operating expenses, and vice versa, except to fulfill the Legislature's purpose for which the funds were appropriated.

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.
