RELATING TO FIREWORKS. Establishes the Illegal Fireworks Enforcement Division within the Department of Law Enforcement. Appropriates moneys. Sunsets 6/30/2028. (SD1)

RELATING TO FIREWORKS. Appropriates moneys for the Illegal Fireworks Task Force. Extends the sunset date of the task force from 6/30/2025 to 6/30/2030. Effective 7/1/2050. (SD1)

RELATING TO FIREWORKS. Amends multiple definitions and penalties for fireworks offenses, including heightened penalties if another person suffers substantial bodily injury, serious bodily injury, or death as a result of the fireworks offenses. Establishes criminal offenses of general fireworks or articles pyrotechnic prohibitions in the first and second degree; sending or receiving fireworks or articles pyrotechnic by air delivery; distributing fireworks or articles pyrotechnic to non-permit holders; removal or extraction of pyrotechnic contents; consumer fireworks prohibitions; refusal to provide identification; and violating requirements of carrier. Establishes an adjudication system and procedures to process fireworks infractions. Appropriates funds. (SD2)

RELATING TO FIREARMS. Expands the ban on pistols with a detachable magazine with over a ten-round capacity to any firearm with a detachable magazine with over a thirty-round capacity. Exempts detachable ammunition magazines with a capacity in excess of thirty rounds that are designed for or capable of use with any firearm other than a pistol obtained before 1/1/2026. Effective 1/1/2026. (SD2)

RELATING TO FIREARMS. Includes any firearm with the capacity to fire ammunition of fifty caliber or higher, excluding antique pistols and revolvers, muzzleloaders, and shotguns, in the list of prohibited weapons. Exempts firearms with the capacity to fire ammunition of fifty caliber or higher legally obtained before 1/1/2026. Effective 1/1/2026. (SD2)

RELATING TO POLICE REPORTS. Allows surviving immediate family members of deceased persons for whom law enforcement initiated an investigation to receive a copy of the closing report prepared by the investigating police department after a specified period of time. (SD2)

RELATED TO LAW ENFORCEMENT. Requires law enforcement to post notice that a warranted or warrantless search has been conducted on a property. Requires a law enforcement officer to secure any entrance used by an officer in the search. Allows the breaking of any doors, gates, other bars to the entrance, closets, and other closed places during a search when reasonable and other means of entering the space are not reasonable. Requires law enforcement agencies to develop a policy for securing the entrances to a house, store, or other building designated as a place to be searched after a search. (SD1)

RELATING TO BRIBERY. Establishes heightened penalties for the offense of bribery, under certain circumstances. (SD1)

RELATING TO INTERCEPTION OF WIRE, ORAL, OR ELECTRONIC COMMUNICATION. Requires the Department of the Attorney General to provide a written memorandum recommending approval or disapproval of an order authorizing or approving the interception of a wire, oral, or electronic communication to the prosecuting attorney within twenty-four hours of the prosecuting attorney's request from the Department. Clarifies that wiretapping applications made to a designated judge be accompanied by a written memorandum from the Department of the Attorney General recommending approval or disapproval is not required in cases where the prosecutor swears or affirms to the judge that immediate action is required to avoid death or injury and the judge agrees that immediate action is warranted. Requires that the judge's order granting the emergency application contain an express finding that immediate action was necessary to avoid death or injury. (SD1)

RELATING TO PARENTAGE. Repeals the Uniform Parentage Act of 1973 and updates laws relating to parentage, including enacting portions of the Uniform Parentage Act of 2017. (SD1)

RELATING TO INTOXICATING LIQUOR. Provides that leaders of nonprofit organizations shall not be fingerprinted when applying for a liquor license in counties with a population of less than five hundred thousand. (SD2)

RELATING TO ADMINISTRATIVE RULES. Beginning 1/1/2027, requires all state agencies to make the full text of their rules available on the website of the Office of the Lieutenant Governor in a digitally accessible and searchable format that meets or exceeds certain federal standards. Effective 1/1/2525. (SD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
