Prohibits drug manufacturers from denying, restricting, or prohibiting the acquisition, shipping, or delivery of a 340B drug to pharmacies contracted with 340B covered entities under the federal 340B Drug Pricing Program.  Effective 7/1/3000.  (HD1)

RELATED TO CONTROLLED SUBSTANCES.

For purposes of the hemp processors law, amends the definitions of "artificially derived cannabis" and "cannabis" to include, and the definition of "manufactured hemp product" to specifically exclude, all forms of cannabinoids classified as schedule I under the Uniform Controlled Substances Act.  Effective 7/1/3000.  (HD1)

RELATING TO NOISE.

Beginning 7/1/2028, prohibits the sale of any leaf blower, string trimmer, or weed whacker that does not meet the ANSI B-175.2 class 1 rating.  Increases fines for violations of leaf blower, string trimmer, and weed whacker restrictions.  Beginning 7/1/2028, prohibits government entities from purchasing leaf blowers, string trimmers, or weed whackers that do not meet the ANSI B-175.2 class 1 rating.  Effective 7/1/3000.  (HD2)

RELATING TO SUPPORTED DECISION-MAKING AGREEMENTS.

Allows qualified adults, including adults with a disability, mentally ill adults, and adults sixty-five years of age or older, to enter into supported decision-making agreements with one or more members of a supportive community.  Specifies the terms of a supported decision-making agreement, including access to personal information, agreement requirements, and circumstances for termination.  Effective 7/1/3000.  (HD1)

RELATING TO CHILD ABUSE.

Amends the definition of "child abuse or neglect" by clarifying that the failure to provide certain needs to a child shall not constitute child abuse or neglect if the sole reason the person responsible for the care of the child is unable to adequately provide for the child's care is due to a lack of financial resources.  Effective 7/1/3000.  (HD1)

RELATING TO LABELING.

RELATING TO DIGITAL FINANCIAL ASSET.

RELATING TO CONDOMINIUMS.

Clarifies the authority of condominium associations to impose fines for violations of the declaration, bylaws, house rules, or regulations adopted by the condominium association.  Establishes a process for the unit owner or tenant of the unit owner to appeal the imposition of a fine.  Clarifies the responsibilities of unit owners to pay common expense assessments.  Clarifies the rights and process for unit owners to appeal assessments other than common expense assessments.  Specifies that the Small Claims Division has exclusive jurisdiction over cases arising from condominium disputes regarding fines.  Effective 7/1/3000.  (HD1)

RELATING TO CONDOMINIUM.

Requires budget summaries to contain all required information without referring the reader to other portions of the budget.  States that the defense of good faith compliance is unavailable to any association whose board adopts a budget that omits the required budget summary.  Clarifies the ability to enforce compliance with budget summary and replacement reserves requirements and provides that an association has the burden of proving compliance.  Effective 7/1/3000.  (HD1)

RELATING TO FIREARMS.

Provides that felons that are in violation of the prohibition against owning, possessing, or controlling a firearm or ammunition are subject to a mandatory prison term.

RELATING TO SEX TRAFFICKING.

Authorizes civil claims to be made against a person, business, business owner, or business operator that profits from sexual exploitation or sex trafficking.  Extends the statute of limitations for civil claims related to sexual exploitation or sex trafficking to ten years.

RELATING TO THE PROCEDURE FOR TAX APPEALS.

Removes language specifying that an appeal from the Tax Appeal Court be filed with the Tax Appeal Court.  Allows an appeal from the Tax Appeal Court to be filed within thirty days of entry of a final judgment.

Status

RELATING TO THE SUNSHINE LAW.

Authorizes any member of a board to attend an informational meeting or presentation on matters relating to board business; provided that the meeting or presentation is not specifically and exclusively organized for or directed toward members of the board.  Repeals the requirement of a subsequent report of attendance and the matters presented and discussed that related to board business at the informational meeting or presentation.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
