RELATING TO HIGHWAY SAFETY. Requires all skateboard users under the age of sixteen to wear a helmet while operating a skateboard. Effective 7/1/3000. (HD1)

RELATING TO LIABILITY. Specifies that the State or a county that repairs or maintains a street of which the ownership or jurisdiction is in dispute between the State and county, shall be immune from liability for personal injuries or property damage arising out of the repair or maintenance of that street. Deems that maintenance of a street shall not confer ownership or jurisdiction over such street if the ownership or jurisdiction over the street is in dispute between the State and the county. RELATING TO MOTORCYCLE INSTRUCTION PERMITS. Requires all applicants for a motorcycle instruction permit to successfully complete a basic motorcycle rider course approved by the Department of Transportation before becoming eligible for the permit. Effective 7/1/3000. (HD1)

RELATING TO TRANSPORTATION. Specifies that an engineering study is not required to be considered when reducing the maximum speed limit within ten miles per hour of the current speed limit for that road. Effective 7/1/3000. (HD1)

RELATING TO FIREFIGHTING AT COMMERCIAL HARBORS. Limits civil liability of individuals who render firefighting services with a firefighting vessel at any of the State's commercial harbors or roadsteads, any commercial harbor or waterfront improvement belonging to or controlled by the State, or any vessel within a commercial harbor or roadstead to only damages resulting from an individual's gross negligence or wanton acts or omissions. RELATING TO MOTOR VEHICLES. Increases the penalty for a third or subsequent offense of excessive speeding to a class C felony. Authorizes the court, as part of the person's sentencing for the third or subsequent offense, to order that the vehicle used by the person in the commission of the offense be subject to forfeiture. RELATING TO MEAT DONATION. Exempts the donation of wild game meat or meat products, including axis deer, to a charitable, religious, or nonprofit organization for the purpose of feeding needy individuals from certain laws regarding the inspection and transportation of meat. RELATING TO THE AGRIBUSINESS DEVELOPMENT CORPORATION. Includes agricultural tourism in the definition of "enterprise" to authorize the Agribusiness Development Corporation to financially support farming businesses engaged in agricultural tourism. Effective 7/1/3000. (HD1)

RELATING TO AGRICULTURE. Extends the offense of false labeling of Hawaii-grown coffee to include roasted coffee. Effective 7/1/3000. (HD2)

RELATING TO AGRICULTURAL TOURISM. Establishes statewide, uniform standards to promote agricultural tourism activities in the State by establishing state agricultural tourism activity requirements that are applicable to all counties that have adopted an agricultural tourism ordinance. Requires agricultural tourism activities to be registered by the county planning department. Requires agricultural tourism activities to coexist with an agricultural activity on a farming operation and requires termination of the agricultural tourism activities upon cessation of the agricultural activity. Makes conforming amendments. Effective 7/1/3000. (HD1)

RELATING TO COLLECTIVE BARGAINING. Authorizes the Hawaii Labor Relations Board to request the Federal Mediation and Conciliation Service to furnish a list of five qualified and experienced interest arbitrators in the event the parties fail to select the neutral third member of the arbitration panel. Clarifies that the list of five interest arbitrators may contain arbitrators from both the American Arbitration Association and Federal Mediation and Conciliation Service. Effective 7/1/3000. (HD1)

RELATING TO THE HAWAII LABOR RELATIONS BOARD. Authorizes the Hawaii Labor Relations Board to enforce its own orders. Effective 7/1/3000. (HD1)

RELATING TO WATER USE. Authorizes the Board of Agriculture to investigate and survey the availability of nonpotable water. Authorizes the Commission on Water Resource Management, as a condition for issuing permits, to require the use of dual line water supply systems in new residential and mixed-use developments located in designated water management areas. Authorizes those residential and mixed-use developments to be included in irrigation projects, as defined in chapter 167, HRS. Requires the Department of Health, Board of Agriculture, and counties to update their rules, ordinances, to allow dual line water supply systems in residential and mixed-use developments. Effective 7/1/3000. (HD1)

RELATING TO FAMILY. Establishes an exemption from mediation in paternity proceedings where there are allegations of domestic abuse. Clarifies the exemption from mediation in divorce proceedings as it relates to domestic abuse. Effective 7/1/3000. (HD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
