RELATING TO THE DEPARTMENT OF HAWAIIAN HOMELANDS. Extends the Act 279 Special Fund to 6/30/2028. Deposits funds into and appropriates funds out of the Act 279 Special Fund to eliminate its waitlist. Requires the Department of Hawaiian Home Lands to submit a strategic plan detailing the anticipated uses of the funds appropriated. Requires an annual report. Sunsets 6/30/2028. Effective 7/1/3000. RELATING TO EDUCATION. Establishes the position of Ka Papahana Kaiapuni Program Complex Area Superintendent. Requires that at least one at-large member of the Board of Education be a Hawaiian educator, practitioner, or scholar of Hawaiian studies or the Hawaiian language, to be selected from a list of three nominees submitted by the President of the Senate, Speaker of the House of Representatives, and Office of Hawaiian Affairs. Clarifies the purpose and objective of the Hawaiian Language Medium Education Program. Appropriates funds. Effective 7/1/3000. (HD1)

RELATING TO THE SAFETY OF EDUCATIONAL WORKERS. Requires the Department of Education and public charter schools to take certain steps to report incidents of harassment and implement procedures for handling harassment of educational workers. Effective 7/1/3000. (HD1)

RELATING TO THE SCHOOL FACILITIES AUTHORITY. Clarifies that the School Facilities Authority is responsible for certain development, planning, and construction projects for prekindergarten, preschool, and child care facilities, as well as workforce housing. Authorizes the School Facilities Authority to develop workforce housing for teachers on land not owned by the Department of Education. Allows the School Facilities Authority to use the Department of Education for certain recruitment and hiring responsibilities. Allows the School Facilities Authority to partner with public and private development agencies to develop prekindergarten facilities. Effective 7/1/3000. (HD1)

RELATING TO HOUSING. Establishes the Kamaaina Homes Program to provide funding to the counties to purchase voluntary deed restrictions from eligible homeowners or homebuyers. Effective 7/1/3000. (HD1)

RELATING TO BUILDING CODES. Beginning on the date the International Code Council 2024 suite of published codes is adopted as the Hawaii state building code, makes the most recent Hawaii state building codes adopted by the state building code council supersede all existing county building codes and thereafter allows counties to amend the Hawaii state building code as it applies within their jurisdiction. Repeals the counties' authority to adopt, amend, and update the Hawaii state building codes for their respective county building codes. Effective 1/1/3000. (HD1)

RELATING TO EVICTION MEDIATION. Beginning 2/5/2026, extends the period for a notice of termination of a rental agreement; requires landlords to engage in mediation and delay filing an action for summary possession if a tenant schedules or attempts to schedule mediation; and requires landlords to provide specific information in the 10-calendar-day notice to tenants. Appropriates funds. Effective 7/1/3000. Repeals 2/4/2027. (HD1)

RELATING TO PROPERTY MAINTENANCE. Requires owners or lessees of real property to maintain their property and establish penalties for failure to do so. Allows for exceptions. Requires DOA to establish rules for the enforcement and collection of fines for violations relating to the proliferation of invasive species. Requires the Office of the State Fire Marshal to adopt rules for the enforcement and collection of fines for violations relating to the prevention of wildfires and other public safety hazards. Effective 7/1/3000. (HD1)

RELATING TO PLANT CARE COMPONENTS. Authorizes the Department of Agriculture to adopt rules and establishes administrative penalties to establish and enforce the plant care component program. RELATING TO BIOSECURITY. Part I: Renames the Department of Agriculture to the "Department of Agriculture and Biosecurity". Renames the Board of Agriculture to the "Board of Agriculture and Biosecurity". Part II: Establishes and appropriates funds for a Deputy Director of Biosecurity. Part III: Changes references to the plant and animal declaration form to the "biosecurity form". Part IV: Authorizes and specifies conditions under which the Department of Agriculture and Biosecurity may declare a biosecurity emergency, during which the Department and Governor may take certain actions to prevent the establishment or spread of pests and prohibited or restricted organisms. Broadens the objectives and general actions of the Biosecurity Program. Part V: Appropriates funds for positions for the Department of Agriculture and Biosecurity. Effective 7/1/3000. (HD1)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
