RELATING TO FIREWORKS. Appropriates funds for the Department of Law Enforcement to conduct sting operations on Oahu to enforce fireworks ordinances or laws. Effective 7/1/3000. (HD1)

RELATING TO DUE PROCESS PROTECTIONS. Establishes the Due Process in Immigration Proceedings Program within the Judiciary to provide legal representation to individuals in immigration-related proceedings in immigration court. Appropriates funds. (HD1)

RELATING TO DANGEROUS DRUGS. Conforms fentanyl to the possession offense thresholds for methamphetamine, heroin, morphine, and cocaine.

MAKING AN APPROPRIATION FOR CAREER CRIMINAL PROSECUTION. Appropriates moneys to the Department of the Prosecuting Attorney of the City and County of Honolulu for the career criminal prosecution unit.

MAKING AN APPROPRIATION FOR THE VICTIM WITNESS ASSISTANCE PROGRAM. Appropriates moneys as a grant-in-aid to the City and County of Honolulu Department of the Prosecuting Attorney for the Victim Witness Assistance Program.

RELATING TO SAFE ENTRYWAYS. Prohibit individuals from residing in a doorway or surrounding area of certain places. Gives county police departments primary authority to enforce the prohibition.

RELATING TO SENTENCING. Changes the age for which individuals are eligible for life without parole sentences from eighteen years of age or older to twenty-one years of age or older.

RELATING TO COLD CASE INVESTIGATIONS. Establishes and appropriates money for a Cold Case Investigation Unit within the Department of the Attorney General. Prioritizes unsolved cases involving an Indigenous victim.

RELATING TO ATTACHMENT AND EXECUTION OF REAL PROPERTY. Increases the real property exemption amount for attachment or execution.

RELATING TO PRETRIAL RELEASE. Requires the court to enter on the record its written findings regarding the necessity of the conditions imposed on a defendant's release. Requires bail to be set in an amount that the defendant can afford based on certain factors.

RELATING TO CRIMINAL JUSTICE REFORM. Establishes factors under which officers may, without warrant, arrest and detain persons for petty misdemeanors and violations. Requires officers to record the factors that justified the warrantless arrest.

RELATING TO THE JUDICIARY. Appropriates funds to the judiciary for services contracted with community-based organizations that deliver essential services, streamline judicial processes, and support the judiciary's capacity to effectively meet the needs of vulnerable households.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
