RELATING TO INTOXICATING LIQUOR.

Allows direct shipment of beer and distilled spirits by certain licensees.  Requires the liquor commissions to adopt rules.  Effective 7/1/2050.  (SD1)

RELATING TO WINDSHIELD TINTING.

Prohibits a person from installing, mounting, adhering, affixing, or using any sun screening device in conjunction with the glazing material of a motor vehicle with mirrored, metallic, red, yellow, amber, or blue tint.  Requires all drivers and passengers of motor vehicles with applied tint to fully roll down their windows when stopped by a law enforcement officer at a traffic stop.  Exempts side windows to the rear of the driver and rear windows on sedans from sun screening device requirements.  Increases the minimum and maximum fines for violating sun screening device requirements.  Effective 7/1/3000.  (SD1)

Establishes a vehicular pursuit policy for law enforcement agencies.  Effective 7/1/3000.  (SD1)

RELATING TO PUBLIC LANDS.

Provides that a survey of the land to be set aside shall not be a condition precedent to the setting aside of public lands to any department or agency of the State.  Authorizes the Department of Land and Natural Resources to use Geographic Information System (GIS) map data, existing tax parcel maps, and aerial imagery to define approximate boundaries.  Requires the Land Survey Division of the Department of Accounting of General Services to review and approve of any boundary assessments made using GIS data by DLNR.    Requires a recipient agency to conduct a land survey within five years of a transfer of public lands.  Authorizes the Board of Land and Natural Resources to exempt a recipient agency from the land survey requirement.  Requires the BLNR, in consultation with DLNR, to determine the risk category of public lands before transfer.  Requires a land survey for the transfer of high-risk lands.  Requires DLNR to establish a digital registry to record all transfers of public lands.  Requires BLNR to establish a mediation process to resolve potential boundary disputes.  Effective 7/1/3000.  (SD1)

RELATING TO TRANSPORTATION.

Prohibits individuals under 15 years of age from riding a class 3 electric bicycle.  Amends the age requirement for helmet use from 16 to 18 years of age.  Allows use of electric bicycles on public sidewalks, subject to certain conditions.  Establishes rules for electric bicycle operation.  Prohibits the use of mopeds and electric motorcycles on any path or road designated for bicycle use.  Establishes definitions.  Prohibits individuals under 18 years of age from operating an electric motorcycle or motor-driven cycle.  Effective 1/1/2050.  (SD1)

RELATING TO CRIMES AGAINST PROTECTIVE SERVICES WORKERS.

Specifies that intentionally or knowingly causing bodily injury to a protective services worker who is engaged in the performance of the worker's duties constitutes the offense of assault in the second degree, which is a class C felony.  Clarifies that a protective services worker is a public servant for the purposes of terroristic threatening in the first degree.  Effective 12/31/2050.  (SD1)
