RELATING TO DIGITAL IDENTIFICATION.

Allows digitized identification cards to be accepted as a valid form of identification, under certain conditions.  Authorizes state and county law enforcement agencies to accept a digitized identification card as proof of a person's identity beginning 7/1/2027.  Effective 7/1/2077.  (SD1)

RELATING TO DECLARATION OF WATER SHORTAGE AND EMERGENCY.

Amends the conditions, manner, and areas in which the Commission on Water Resource Management can declare and provide notice of water shortages and emergencies.  Limits the duration of a water shortage declaration to ninety days.  Limits water usage restrictions imposed on a permittee or owner and operator to twenty per cent of the permittee's or owner and operator's last reported monthly use.  Requires CWRM to maintain a list of names and postal or email addresses of persons who request notification of a water shortage declaration and send them a copy of a notice of a water shortage declaration whenever water shortage is declared.  Effective 7/1/2040.  (SD1)

Establishes a regulatory framework specifically for pet insurance based on the National Association of Insurance Commissioners' Pet Insurance Model Act.  Effective 7/1/2050.  (SD1)

RELATING TO HIGHWAY SAFETY.

RELATING TO THE HAWAIIAN HOMES COMMISSION ACT.

Clarifies that Act 130, SLH 2024, which amended the Hawaiian Homes Commission Act, takes effect on the earlier of the date of the Secretary of the Interior's notification letter that Act 130 does not require congressional approval, or on the date that the United States Congress approval becomes law.  Effective 7/1/3000.  (HD1)

RELATING TO THE HAWAII CORRECTIONAL SYSTEM OVERSIGHT COMMISSION.

Beginning July 1, 2025, extends the term of the Oversight Coordinator for the Hawaii Correctional System Oversight Commission.  Authorizes the Hawaii Correctional System Commission to review the Coordinator's performance and make a recommendation to the Governor as to whether the Coordinator should be retained.  Clarifies that the Oversight Coordinator has the general authority to inspect agencies and correctional facilities without notice.  (SD1)

RELATING TO MOTORCYCLE INSTRUCTION PERMITS.

Requires all applicants for a motorcycle instruction permit to successfully complete a basic motorcycle rider course approved by the Department of Transportation and Division of Motor Vehicle Registration of the Department of Customer Services of the City and County of Honolulu before becoming eligible for the permit.  Clarifies that a person shall not operate a motor vehicle in connection with the driving training course without a valid temporary instruction permit unless it is a motorcycle that is being used for training purposes on an enclosed state certified training range.  Effective 7/1/3000.  (SD1)

RELATING TO TRANSPORTATION.

Specifies that an engineering study is not required to be considered when reducing the maximum speed limit within ten miles per hour of the current speed limit for that road.  Requires the Department of Transportation to use National Association of City Transportation Officials guidance when setting a maximum speed limit for sections of highways with residential or commercial areas or schools immediately on a highway.  Effective 7/1/3000.  (SD1)
