RELATING TO PROPERTY FORFEITURE. Increases transparency and accountability surrounding property forfeiture. Restricts civil asset forfeiture to cases involving the commission of a felony offense where the property owner has been convicted of an underlying felony offense. Directs forfeiture proceeds to the general fund. Amends the allowable expenses for moneys in the Criminal Forfeiture Fund. Requires the Attorney General to adopt rules necessary to carry out the purpose of the Hawaii Omnibus Criminal Forfeiture Act. Limits the transfer of certain forfeiture property to federal agencies. Establishes records requirements. Repeals language that requires the Hawaii Omnibus Criminal Forfeiture Act to be construed liberally. (Proposed SD1)

RELATING TO THE COMMUNITY OUTREACH COURT. Permanently establishes and appropriates funds for the Community Outreach Court as a division of the District Court of the First Circuit. Effective 7/1/3000. (HD3)

RELATING TO PARTIAL PUBLIC FINANCING OF ELECTIONS. Increases the amount of partial public campaign financing available for all elective offices. Adjusts the minimum amount of qualifying contributions certain candidates must receive to participate in the program. Increases the matching fund payments for excess qualifying contributions. Appropriates funds for the program and staff. Effective 7/1/3000. (HD2)

RELATING TO CAMPAIGN CONTRIBUTIONS. Prohibits state or county grantees and officers and immediate family members of state or county contractors or grantees from contributing to candidate or noncandidate committees, candidates, or any person for any political purpose for the duration of the contract. Requires any unlawful contribution to be returned to the contributor or it will escheat to the Hawaii Election Campaign Fund. Requires the Campaign Spending Commission to publish the names of the state and county contractors and grantees, and their officers and adult immediate family members, on its website, as reported by the state and county agencies. Effective 7/1/3000. (HD1)

RELATING TO LOBBYIST CONTRIBUTIONS. Clarifies administrative oversight of statutory restrictions relating to prohibited lobbyist contributions. Clarifies that the regular or special sessions in which lobbyist contributions are prohibited are periods during which both houses of the legislature are in session. (HD1)

RELATING TO GEOGRAPHICAL RESTRICTIONS. Establishes limitations on geographical restrictions provided as a condition of probation. (HD1)
