RELATING TO GUARDIANSHIP AND CONSERVATORSHIP SERVICES.

Establishes a two-year pilot program in the Probate Court and Family Court of the First Circuit to fund certain guardianship- and conservatorship‑related court resources in situations where the respondent does not have sufficient funds to pay for one or more of the resources and the court has deemed the resource or resources beneficial.  Requires the Judiciary to submit reports to the Governor and Legislature.  Appropriates funds.  Effective 7/1/3000.  (HD1)

Clarifies that the Department of the Attorney General may conduct fingerprint-based background checks through the Federal Bureau of Investigation on contractors and contractors' employees.  (HD1)

Clarifies that the omission of certain information or any error in a citation does not constitute ground for dismissal of a charge or for reversal of a conviction, if the omission or error did not prejudice the defendant.

RELATING TO THE PROCEDURE FOR PAYMENT UNDER PROTEST LAWSUITS.

Allows for the interest earned on payments under protest in the litigated claims fund to be paid in nontaxation cases if the claimant prevails.  Establishes a procedure for the disposition of moneys and refiling of actions when a payment under protest suit is filed prematurely.  Effective 7/1/3000.  (HD1)
