RELATING TO INVASIVE SPECIES PREVENTION. Authorizes the Department of Agriculture to enforce quarantines issued by the United States Department of Agriculture. (SD1)

RELATING TO THE LANDLORD TENANT CODE. Authorizes a landlord to petition a district court for a temporary restraining order, permanent restraining order, or injunction to compel a tenant's compliance with section 521-51, HRS. Establishes a working group facilitated by the Judiciary to conduct a comprehensive review of and recommend updates to the Residential Landlord-Tenant Code. Requires a report to the Legislature. Effective 7/1/2050. (SD1)

RELATING TO AGRICULTURE. Extends the offense of false labeling of Hawaii-grown coffee to include roasted coffee. Imposes a $10,000 fine for each separate offense of false-labeling of Hawaii-grown roasted coffee. Effective 7/1/2050. (SD1) |

RELATING TO NEIGHBORHOOD BOARD MEETINGS. Allows neighborhood boards to discuss and receive information from third-party reports by any government official not included in a publicly noticed agenda. Requires boards to make decisions on matters raised by third-party reports from any government official at a later meeting where the agenda gives notice of decision-making on the matter. Effective 1/1/2491. (SD1)

RELATING TO UNDERGROUND STORAGE TANKS. Clarifies the level of environmental restoration that owners and operators of underground storage tanks or tank systems must satisfy in the event of a confirmed release of jet fuel from an underground storage tank or tank system. Establishes that the environmental restoration shall require the cleanup and removal of jet fuel, including jet fuel additives and compounds resulting from the degradation of jet fuel or jet fuel additives, or the reaction of jet fuel or jet fuel additives with water or other chemicals, as soon as practicable, with the goal of complete removal. Establishes a rebuttable presumption that any detection of these contaminants in the vicinity of an underground storage tank or a tank system after a confirmed release is a result of the confirmed release. Effective 12/31/2050. (SD1)

RELATING TO PUBLIC MEETINGS. Requires board packets to be posted three no later than 7:45 a.m. on the third business day before a public meeting. Requires boards to provide notice to persons requesting notification of meetings at the time the board packet is made available for public inspection. Effective 1/1/2491. (SD1)

RELATING TO HARM REDUCTION. Amends the distribution system of sterile needles and syringes under the Sterile Needle and Syringe Exchange Program from a one-to-one exchange system to a needs-based distribution system. Authorizes non-injection drug user participation in the Program. Modifies liability for Program participants, staff, and law enforcement officers. (SD1)

RELATING TO HOUSING. Authorizes a county to reduce the number of housing units that may be built within any portion of the county only if the county increases the number of housing units that may be built elsewhere in the county, such that there is no net loss in residential capacity.

RELATING TO FAMILY. Establishes an exemption from mediation in paternity proceedings where there are allegations of domestic abuse. Clarifies the exemption from mediation in divorce proceedings as it relates to domestic abuse.

RELATING TO EXCITED DELIRIUM. Prohibits excited delirium from being recognized as a valid medical diagnosis or cause of death in the State. Prohibits a local health officer or local agent of the Department of Health from stating on a certificate of death or in any report that the cause of death was excited delirium. Prohibits law enforcement officers from using the term excited delirium to describe an individual in an incident report. Effective 12/31/2050. (SD1)

RELATING TO HIGHWAY SAFETY. Establishes the offense of operating a vehicle while impaired and penalties. Requires the Department of the Attorney General to submit reports to the Legislature. (SD1)

RELATING TO CHILD PROTECTION. Requires mandatory reports of child abuse or neglect to include the military status of the child's parent or guardian, if known. Requires the Department of Human Services to inform the appropriate authority of the United States military when, upon receiving a report of child abuse or neglect, there is sufficient information to determine that the report involves a family where one of the parents, guardians, or alleged perpetrators is a member of an identifiable branch of the United States military. Effective 12/31/2050. (SD1)

RELATING TO HISTORIC PRESERVATION REVIEWS. Requires the Department of Land and Natural Resources to determine the effect of any certain proposed housing projects within ninety days of a request for determination. Establishes historical review requirements based on the project area's known historic, cultural, and archaeological resources. Establishes procedures and notification requirements if previously unidentified human remains or previously unidentified historic or cultural resources are discovered. (SD1)

RELATING TO AUDIBLE VEHICLE REVERSE WARNING SYSTEMS. Requires the use of current audible reverse warning systems (back-up beepers) on state and county-owned vehicles purchased on or after 1/1/2028, with more effective broadband reversing alarms by 1/1/2028.

RELATING TO VEHICLE TITLE TRANSFERS. Clarifies that a transferor shall not be liable for any violation resulting from the operation of a transferred vehicle if the transferor complies with the portions of the statute requiring action on the transferor's part.

RELATING TO CAMPAIGN FINANCE. Prohibits foreign entities and foreign-influenced business entities from making contributions, expenditures, electioneering communications, or donations for election purposes. Requires every business entity that contributes or expends funds in a state election to file a statement of certification regarding its limited foreign influence. Requires noncandidate committees making only independent expenditures to obtain a statement of certification from each top contributor required to be listed in an advertisement. (SD1)

RELATING TO TRANSPORTATION. Establishes buffer zones that ban street parking within certain distances of crosswalks under certain posted speed limits. Authorizes the enforcement of prohibited parking regardless of signage or curb markings. Specifies that signs or curb marking shall not be required to restrict parking within twenty feet of a crosswalk or intersection. Designates exemptions. (SD1)

RELATING TO TRANSPORTATION. Conditions the issuance of a certificate of inspection upon a vehicle not being equipped with a noisy muffler or exhaust system. Requires rules regarding safety check inspections to ensure that a motorcycle, moped, or motor vehicle is not equipped with a noisy muffler or exhaust system. Suspends, revokes, or refuses renewal of a permit for an official inspection station upon a third or subsequent wilful violation of any rule regarding inspecting a noisy muffler or exhaust system. Increases the maximum fine for motorcycle and moped owners that violate noisy muffler laws. Includes repairing or installing a noisy muffler or exhaust system as a prohibited practice for motor vehicle repair laws. Effective 7/1/2050. (SD1)

RELATING TO THE HAWAII CORRECTIONAL SYSTEM OVERSIGHT COMMISSION. Beginning July 1, 2025, extends the term of the oversight coordinator for the Hawaii Correctional System Oversight Commission. Clarifies that the Oversight Coordinator has the general authority to inspect agencies and correctional facilities without notice. (SD1)
