RELATING TO PEDESTRIANS.

Authorizes pedestrians to act contrary to the statewide traffic code when a reasonably careful pedestrian would determine that there is no immediate danger of a collision with a moving vehicle if the pedestrian is more than 200 feet from a crosswalk.  Requires a driver of a vehicle to yield to a pedestrian when the pedestrian clearly indicates their intention to cross a roadway within a crosswalk.  Effective 7/1/2050.  (SD1)

Amends Act 205, Session Laws of Hawaii 2024, to clarify standards and safeguards in online crowdfunding.  Effective 7/1/2050.  (SD1)

RELATING TO HANALEI BAY.

Prohibits vessels longer than seventy-five feet from entering Hanalei Bay.  Exempts vessels operated by a federal, state, or county agency.  (SD1)

RELATING TO WILDLIFE CONSERVATION.

Increases penalties and fees for taking and killing indigenous species of aquatic life, wildlife, and land plants that are native to the State.  Designates penalties for the taking, harming, or killing of an Io (Hawaiian hawk). (SD1)

RELATING TO THE STADIUM AUTHORITY.

RELATING TO THE HAWAIIAN LANGUAGE.

Requires that the Hawaiian version of a law be held binding if the law in question was originally drafted in Hawaiian and meets certain criteria.  (SD1)

RELATING TO ISLAND BURIAL COUNCILS.

Decreases the size of the Island Burial Councils from nine to seven members.  Removes the requirement for the councils to include members having development and large property owner interests.  (SD1)

RELATING TO HOUSING.

Requires counties to grant building permits within sixty days if the completed application is stamped and certified by a licensed engineer and architect and other certain conditions are met.  (SD1)
