RELATING TO PUBLIC FINANCING FOR CANDIDATES TO ELECTED OFFICE. Establishes a comprehensive system of public financing for all candidates seeking election to state and county public offices in the State of Hawaii, to begin with the 2026 general election year. Requires the Campaign Spending Commission to submit reports to the Legislature. Appropriates funds.

RELATING TO THE CAMPAIGN SPENDING COMMISSION. Establishes an investigator position in the Campaign Spending Commission. Appropriates funds.

RELATING TO CAMPAIGN CONTRIBUTIONS. Amends section 11-364, Hawaii Revised Statutes, to provide that an excess contribution of more than $100 in cash, in the aggregate, from a single person during an election period to a candidate, candidate committee, or noncandidate committee shall escheat to the Hawaii election campaign fund if not returned to the contributor within 30 days.

RELATING TO PUBLIC FINANCING. Raises the cap on the maximum amount of matching funds available to candidates for the Hawaii Partial Public Financing Program. Increases the cap on the amount of expenditures a candidate can make in the Program. Increases the matching fund ratio from $1 for each $1 of qualifying contributions raised by a candidate to $2 for each $1 of qualifying contributions raised in excess of the minimum qualifying contributions that a candidate must raise to participate in the Program. Appropriates funds.

RELATING TO RECOUNTS. Increases the qualifying criteria for an automatic election recount.

RELATING TO THE JUDICIARY. Appropriates funds for the Judiciary for the fiscal biennium beginning 7/1/2025, and ending 6/30/2027. Effective 7/1/2025.

RELATING TO DANGEROUS DRUGS. Conforms fentanyl to the possession offense thresholds for methamphetamine, heroin, morphine, and cocaine.

RELATING TO TORTURE. Defines and prohibits the offense of torture.

RELATING TO CLAIMS AGAINST THE STATE. Prohibits claims for refunds, reimbursements, or other payments, authorization for which is sought from the Legislature that exceed the time limitations of section 40-68, Hawaii Revised Statutes, from being claimed. Requires the Attorney General to include in the Attorney General's annual report of claims recommended for approval a list of possible claims against the State that have not yet settled. Requires the Attorney General's report to the Legislature describing the claims against the state to include additional information. Requires the Attorney General to submit a report every five years to the Legislature containing further incidents that occurred in an agency that led to a claim.

RELATING TO EXPUNGEMENT. Authorizes the Hawaii Criminal Justice Data Center to transmit all expungement orders to the Judiciary to effectuate the purposes of Act 159, SLH 2023.
