RELATING TO SEXUAL EXPLOITATION. Establishes safe harbor protections for survivors of sexual exploitation who seek medical or law enforcement assistance. Effective 4/23/2057. (SD1)

RELATING TO DOMESTIC ABUSE PROTECTIVE ORDERS. Increases the penalties imposed on individuals convicted for violation of a temporary restraining order and order for protection. Clarifies that the court shall not sentence a defendant to pay a fine for violating a temporary restraining order or order for protection if the court makes an on the record determination that the defendant is or will be unable to pay the fine. Specifies that a conviction for violation of a temporary restraining order issued under the same judicial case number as an order for protection shall be treated as a second or subsequent violation of an order for protection. Specifies that the court may suspend certain jail sentence for violation of a temporary restraining order or order for protection upon condition that the defendant remain alcohol- and drug-free, conviction-free, and complete court-ordered assessments or intervention. RELATING TO YOUTH FEES AND FINES. Allows community service in place of the assessment of any fines, fees, or court costs against a person who was adjudicated for a traffic-related offense committed while the person was a minor under the age of eighteen years, or against the person's parent or guardian. RELATING TO OFFENSES AGAINST PUBLIC HEALTH AND MORALS. Clarifies that the definition of "profits from prostitution" includes any money or property accepted or received from the proceeds of prostitution activity even if it is accepted or received as the reimbursement or repayment of a debt. Restructures provisions that define terms or establish exemptions for part I of chapter 712, Hawaii Revised Statutes, to enhance readability. Makes technical amendments to update statutory references to part I of chapter 712, Hawaii Revised Statutes. (SD1)

RELATING TO CHILD WELFARE SERVICES. Requires the Department of Human Services, in collaboration with the Office of Wellness and Resilience to design a 5-year Child Welfare System Diversion and Intervention Pilot Program to support families and children involved, at risk of involvement, or at risk of reinvolvement with child welfare services. Specifies that the Department of Human Services shall implement and administer the pilot program. Allows the Department to contract with public and private entities to provide necessary services. Requires reports to the Legislature. Appropriates funds. (SD2)

RELATING TO CHILD CARE. Requires the Department of Human Services to establish and implement an Early Learning Services Contracts Program to make available a designated number of seats at licensed infant and toddler child care centers and family child care centers for families referred by the Department at a negotiated rate and schedule. Requires the Department of Human Services to submit reports to the Legislature. Effective 12/31/2050. (SD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
