RELATING TO THE DEPARTMENT OF HUMAN SERVICES.

Appropriates funds for the department of human services to collaborate with community-based organizations to address the need for social services in the State.

RELATING TO MEDICAID.

Appropriates funds to the Department of Human Services to authorize Medicaid coverage through the Children's Health Insurance Program to income-qualified pregnant persons and children regardless of immigration status.

RELATING TO HOMELESS YOUTH.

Appropriates funds to the Department of Human Services to provide emergency shelter and services to unaccompanied homeless youth.

Status

RELATING TO SAFE SPACES FOR YOUTH PROGRAM.

Makes the Safe Spaces for Youth Pilot Program permanent within the Office of Youth Services.  Requires the program to collaborate with all state and county departments that offer services for youth and young adults to coordinate the identification of youth and young adults who are experiencing homelessness and placement of these youth at a shelter for homeless youth or young adults.  Authorizes the Office of Youth Services to contract with nonprofit organizations to provide shelters for homeless youth or young adults.  Requires the Office of Youth Services to submit a report twenty days prior to the regular session of the Legislature.

HB 705

Status

RELATING TO THE EXECUTIVE OFFICE ON AGING.

Establishes a temporary Medi-Medi Project within the Hawaii State Health Insurance Assistance Program administered by the Executive Office on Aging to assist older adults, Medicare beneficiaries, individuals with disabilities, and other underserved populations who may qualify for various low-income subsidy programs to gain access to their benefits.  Requires the Executive Office on Aging to submit reports to the Legislature.  Appropriates funds.

RELATING TO STATE CHILDCARE.

Appropriates funds to the office of the governor for a state childcare facility for state employees and their families.

RELATING TO BABY BONDS.

Establishes the Baby Bonds Working Group to develop a plan for the creation of a baby bonds program for the State to address intergenerational poverty and wealth inequality in Hawaii.

RELATING TO HOMELESSNESS.

Requires and appropriates funds for the Department of Health to establish a homeless triage and treatment center program to serve homeless individuals and individuals at risk of homelessness with substance abuse issues or mental illness.

Status

RELATING TO HOMELESSNESS.

Requires the Statewide Office on Homelessness and Housing Solutions to establish a permanent Return-to-Home program to return homeless individuals in the State to families and relatives in their home states.  Requires the Office to report to the Legislature.  Appropriates funds.

Status

RELATING TO SUPPORTIVE HOUSING.

Clarifies the funding mechanism for the supportive housing pilot program.  Extends the sunset date for the supportive housing pilot program to 6/30/2030.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
