RELATING TO HUMAN SERVICES. Appropriates funds to increase the funding for Medicaid in-home services, conditioned on the Department of Human Services obtaining the maximum federal matching funds.

RELATING TO SOCIAL SERVICES. Clarifies that the monthly needs allowance afforded to individuals living in certain long-term care facilities is not intended to replace or affect funds received as a state supplemental payment for domiciliary care and shall be supplemental to any funds provided to a recipient as a state supplemental payment for domiciliary care. Appropriates funds.

RELATING TO A RATE STUDY FOR HOME HEALTH SERVICES. Appropriates funding for the Department of Human Services to conduct a rate study for Medicaid home health services in Hawaii.

RELATING TO SUPPLEMENTAL SECURITY INCOME. Requires the Department of Human Services to automatically enroll, or authorize the Social Security Administration to automatically enroll, in the State's Medicaid program any individual in the State who receives federal Supplemental Security Income benefits. Requires reports to the Legislature.

MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HUMAN SERVICES. Provides an emergency appropriation for fifty percent of the penalty assessed by the United States Department of Agriculture Food and Nutrition Service. The funds will be reinvested in the continued development of a new eligibility system that will assist in reducing the State's supplemental nutrition assistance program payment error rate, which, if successful, may result in the State's not being required to pay the remaining fifty percent of the penalty.

RELATING TO TRAUMA-INFORMED CARE. Directs the Office of Wellness and Resilience to collaborate with the Department of Human Services to, either directly or by contract, design, administer, and implement a program for trauma-informed organizational assessments and a training curriculum for the Department of Human Services child welfare services branch staff, and appropriates funds for the program.

RELATING TO CHILD ABUSE. Amends the definition of "child abuse or neglect" by clarifying that the failure to provide certain needs to a child constitutes child abuse or neglect only if the person or entity responsible for the care of the child is financially able to provide and fails to do so or is offered financial or other reasonable means to provide and fails to accept these offers.

RELATING TO CHILD WELFARE SERVICES. Appropriates funds for the Department of Human Services to contract with a non-profit specializing in domestic violence to provide training and staff to be housed on-site in Child Welfare Services Branch offices to support all aspects of screening for and addressing domestic violence within a case.

RELATING TO A FAMILY RESILIENCE PILOT PROGRAM. Establishes and appropriates funds for a five-year family resilience pilot program within the Office of Wellness and Resilience.

RELATING TO THE PRESCHOOL OPEN DOORS PROGRAM. Expands the preschool open door program's eligibility criteria. Repeals the requirement that open door program providers be accredited.

RELATING TO CRIMES AGAINST PROTECTIVE SERVICES WORKERS. Specifies that intentionally or knowingly causing bodily injury to a protective services worker who is engaged in the performance of the worker's duties is a class C felony. Clarifies that a protective services worker is a public servant for the purposes of section 707-716, HRS, Terroristic Threatening in the First Degree.

RELATING TO THE OFFICE OF WELLNESS AND RESILIENCE. Transfers the Office of Wellness and Resilience to the Department of Human Resources Development on June 29, 2025. Creates a wellness and resilience advisory board. Updates the Office of Wellness and Resilience functions.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
