RELATING TO HOUSING.

Appropriates funds for the Kauhale Initiative.  Establishes and appropriates funds into and out of the Supportive Housing Special Fund.  Establishes the Kauhale Initiative Special Fund.

RELATING TO SQUATTING.

Establishes a working group within the Department of the Attorney General to study the issue of squatting in Hawaii and provide recommendations.  Requires reports to the legislature.

RELATING TO THE COMMUNITY OUTREACH COURT.

Permanently establishes and appropriates funds for the Community Outreach Court as a division of the District Court of the First Circuit.

RELATING TO TAXATION.

Establishes a refundable Family Caregiver Tax Credit for nonpaid family caregivers.  Requires the Department of Taxation to report to the Legislature before the convening of each Regular Session.

RELATING TO THE HOUSEHOLD AND DEPENDENT CARE SERVICES TAX CREDIT.

Increases a taxpayer's applicable percentage of employment-related expenses that is used to calculate the household and dependent care services tax credit.  Extends the sunset date of the temporary increase in maximum employment-related expenses that are used to calculate the household and dependent care services tax credit, established by Act 163, SLH 2023, to 6/30/2030.  Sunsets 6/30/2030.

RELATING TO CHILD WELFARE SERVICES.

Establishes a working group for legal services for youth in the child welfare system within the judiciary.  Appropriates funds for the working group.

Status

RELATING TO MINORS.

Authorizes a physician, upon consultation with a minor patient who indicates that the minor was the victim of a sexual offense, with the consent of the minor patient, to perform customary and necessary examinations to obtain evidence of the sexual offense and may prescribe for and treat the patient for any immediate condition caused by the sexual offense.  Provides that the consent of the parent, parents, or legal guardian of a minor offender who has been committed to the Hawaii youth correctional facilities is not necessary in order to authorize hospital, medical, mental health, dental, emergency health, or emergency surgical care.

HB 129

Status

RELATING TO YOUTH FEES AND FINES.

Prohibits the assessment of any fees, fines, or court costs against a person who was adjudicated for an offense committed during the person's minority, or against the person's parent or guardian, and discharges all related debt obligations assessed before the effective date of the Act.  Limits court-ordered community service for a minor to no more than seventy-two hours.  Repeals certain penalties imposed on parents, guardians, or other persons associated with unaccompanied children in streets and unmarried minors in dance halls.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
