RELATING TO THE HAWAII ABLE SAVINGS PROGRAM. Repeals language that gives the Director of Finance discretion to use moneys in the Hawaii ABLE Savings Program Trust Fund if the Director elects to accept deposits from contributors instead of sending deposits directly to the ABLE Program Manager. Authorizes the Director of Finance to expend moneys in the Hawaii ABLE Savings Program Trust Fund to provide incentive payments to ABLE account owners. Appropriates funds. Effective 12/31/2050. (SD1)

RELATING TO PHARMACISTS. Beginning 7/1/2026, mandates reimbursement for services provided by participating registered pharmacists practicing within their scope of practice by private and public health plans in the State and requires the health plans to recognize pharmacists licensed in the State as participating providers. RELATING TO HOME CARE AGENCIES. Prohibits home care agencies from providing services outside the scope of their facility license. Effective 7/1/2050. (SD1)

RELATING TO EXCITED DELIRIUM. Prohibits excited delirium from being recognized as a valid medical diagnosis or cause of death in the State. Prohibits a local health officer or local agent of the Department of Health from stating on a certificate of death or in any report that the cause of death was excited delirium. Prohibits law enforcement officers from using the term excited delirium to describe an individual in an incident report. Effective 12/31/2050. (SD1)

RELATING TO LOAN REPAYMENT FOR HEALTHCARE PROFESSIONALS. Appropriates funds for the Healthcare Education Loan Repayment Program. Effective 12/31/2050. (SD2)

RELATING TO FITNESS TO PROCEED. Requires and appropriates funds for the Department of Corrections and Rehabilitation, in partnership with the Department of Health, to establish and implement a five-year Fitness to Proceed Pilot Program in one county of the State. Requires an interim report and final report to the Legislature. Effective 7/1/3000. (HD1)

RELATING TO THE DEPARTMENT OF EDUCATION. Allows school staff and agents trained by a health care professional to volunteer to administer medication to students at Department of Education public schools under certain conditions. Clarifies who may prescribe medication to be administered to students in schools. Effective 7/1/3000. (HD1)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
