Status

RELATING TO HEALTH.

Prohibits drug manufacturers and wholesale distributors from restricting or denying access for pharmacies contracted with 340B covered entities to purchase 340B drugs at a discounted price under the federal 340B Drug Pricing Program.  Imposes civil penalties for engaging in unfair or deceptive acts or practices in the conduct of any trade or commerce.

Status

RELATING TO PHARMACY.

Beginning 1/1/2026, requires physician technicians to be registered.  Imposes a duty on pharmacists-in-charge to report violations conducted by registered pharmacy technicians.  Specifies that supervising registered pharmacists are responsible for the actions of registered pharmacy technicians and pharmacy interns.

HB 714

Status

RELATING TO HEALTH CARE WORKFORCE DEVELOPMENT.

Appropriates funds to support educational training programs to expand the State's health care workforce.  Allocates funds to the Department of Education for health care certificate programs and classroom renovations for health care training in public high schools.  Allocates funds to the University of Hawaii for education programs that support certified nurse assistants in becoming licensed practical nurses.

HB 1179

Status

RELATING TO RURAL EMERGENCY HOSPITALS.

Creates a framework for the licensure of rural emergency hospitals by the Department of Health.  Provides for the continuation of Medicaid policy protections for hospitals transitioning to a rural emergency hospital designation.

HB 139

Status

RELATING TO INSURANCE.

For policies, contracts, plans, and agreements issued or renewed after 12/31/2025, requires the insurers, mutual benefit societies, and health maintenance organizations to provide coverage for standard fertility preservation services for persons undergoing medically necessary treatment that may cause iatrogenic infertility.

Status

RELATING TO HEALTH.

Prohibits physicians and surgeons from performing certain procedures on individuals born with variations in their physical sex characteristics who are under one year of age, unless the procedure is a surgery required to address an immediate risk of physical harm.

RELATING TO HEALTH.

Requires utilization review entities to submit data relating to the prior authorization of health care services to the State Health Planning and Development Agency.  Establishes the Health Care Appropriateness and Necessity Commission within the State Health Planning and Development Agency.

HB 1085

Status

RELATING TO TAXATION.

Increases the tax rates for cigarettes and little cigars beginning 1/1/2026, amends the disposition of tax revenues to certain non-general funds starting from fiscal year 2026-2027, with the excess carrying over to the general fund, and expands the tax disposition of tax revenues to the funds to include all tobacco product taxes.  Repeals obsolete historical tax rates.

HB 756

Status

RELATING TO HEALTH.

Prohibits the sale of flavored nicotine products and the mislabeling of e-liquids as nicotine free.  Establishes penalties for violations.  Authorizes the Department of Health to appoint, commission, or contract for services of inspectors.  Establishes two full-time equivalent program specialist positions and one full-time equivalent hearing officer position.  Appropriates funds.  Effective 1/1/2026.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
